The contract period includes a four-year base performance period beginning November 04, 2026, through November 03, 2030, with one five-year option from November 04, 2030, through November 03, 2035, and an option to extend services for no more than six months from November 04, 2035, through May 03, 2036.

Payment will be made by the code shown in block 18a. Invoices are submitted to the address shown in block 18a. The Wide Area Workflow (WAWF) system is used for electronic processing of vendor payment requests and receiving reports.

The samples identified in the solicitation attachment entitled Minimum Requirements for Storage Sampling and Testing are a required part of the services to be provided.

The offer due date is June 29, 2026.

Offerors are required to be registered and active in SAM when submitting an offer and at the time of award.

A virtual pre-proposal conference will be held. Attendance is strongly encouraged.

Proposals will not be accepted or evaluated if the offeror is not registered and active in SAM when proposals are submitted.

Proposals are due by 2:00 PM Pacific Time on July 14, 2026.

Proposals will be evaluated based on general background and qualifications (30 points), scope of work (45 points), and fees (25 points). The contract will be awarded to the highest scoring proposal.

Proposers must demonstrate their ability to perform the services described in the scope of work, including lead processing, mailing fulfillment, postage management, printing support, collateral storage, and reporting. A description of similar services performed within the past five years, including at least one public sector client, is required.

Protests of award must be submitted within seven calendar days from the date on the notice of intent to award.

Proposals may be rejected for non-compliance with public bidding procedures, late submissions, or if they attempt to limit or modify RFP terms. Communication with the evaluation committee during the procurement process, except as called for in the RFP, may also result in rejection.

Capability statements must be submitted electronically no later than 1:00 p. m. EST on July 14, 2026.

Organizations must demonstrate extensive experience in biobanking, LIMS, database management, and portal development. They should provide an outline of previous similar projects, personnel qualifications, and facility descriptions.
