Bids must be received prior to the bid submission deadline of July 7, 2026, at 2:00 PM Central Time. Late bids will not be accepted.

Invoices will be paid twice monthly following approval by the Board of Education. Invoices must be submitted electronically and include the OPS purchase order number. Payment is generally issued the Tuesday following board meetings.

All products provided must have all warranties and certifications required by the bid documents or otherwise provided by the contractor and manufacturer. Any manufacturer's warranty will be assigned to OPS at the time the warrantied product is delivered and accepted.

The award will be made to the lowest responsive and responsible bidder meeting all specifications and requirements. Factors beyond monetary bid, such as capability and compliance, are considered.

Qualified suppliers are invited to submit bids. Bidders must be capable of performing the contract and meeting OPS's needs and requirements.

If a contractor fails or refuses to perform the contract according to its terms, OPS may terminate the contract and seek additional costs incurred in obtaining substitute products or services.

If required by the bid documents, bidders must submit product samples with their bid submission. Timely delivery of samples to OPS is the responsibility of the bidder.

Failure to comply with bid instructions, attempting to communicate with OPS personnel outside of authorized channels, or submitting bids with modified terms and conditions may result in disqualification.

The electronic bid submittal deadline is Tuesday, June 30, 2026, at 1:00 PM CST. Deliveries are to be made within ten operating days of request.

Invoices will be paid based upon receipt of material or properly executed invoice, whichever is later. Payment will be made on the basis of unit price as listed in the blanket order. Terms are understood as net 30 days.

Awards will be made to the responsible vendors whose proposals are determined after evaluation by NOLA Public Schools to be the best value to NOLA Public Schools. The bid will be awarded to the lowest responsible and responsive bidder that meets or exceeds the specifications/scope of work.

To qualify for evaluation, a proposal must have been submitted sealed and on time and must materially satisfy all mandatory requirements identified in this document. A responsible vendor is a vendor who has adequate financial resources or the ability to obtain such resources, can comply with the delivery requirements, and is a qualified and established firm regularly engaged in the type of business that provides the items listed herein.

If the bidder fails to meet the requirements or to deliver articles within the time specified, the board reserves the right to obtain the articles from any other person or firm at such price as may be charged without competitive bids. The difference between the price paid and the contract price shall be deducted from the following or any subsequent payment to the contractor.

When called for, samples shall be submitted with the bid per instructions set forth in the special terms and conditions if applicable. Additional samples needed for a bid to be evaluated properly shall be delivered within 5 business days from the time the proposer is notified by the purchasing department. Sample items from the successful proposer may be retained for the purpose of determining that the quality and workmanship of the delivered items are comparable to the sample.

If any proposer who submitted a proposal has an objection to the award of the contract to the selected proposer, the objecting proposer shall furnish that protest, in writing, to the executive director of procurement or designee within ten 10 business days of the notification of nonaward.

Proposers who violate the code of silence may be deemed nonresponsive, and their proposal may be rejected for cause. Failure to comply with debarment and suspension certification requirements will cause your bid to be disqualified and declared nonresponsive. Failure to acknowledge all addenda will result in the proposal being rejected.

The electronic bid submittal deadline is Tuesday, June 30, 2026, at 1:00 PM CST. No proposal will be accepted after this date and time unless in the best interest of NOLAPS by an addendum notification.

If any proposer who submitted a proposal has an objection to the award of the contract to the selected proposer, the objecting proposer shall furnish that protest, in writing, to the executive director of procurement or designee within ten 10 business days of the notification of nonaward.

Failure to follow instructions regarding proposal forms may result in disqualification. Failure to comply with debarment and suspension requirements will cause your bid to be disqualified and declared nonresponsive. Violation of the provision regarding contact with district employees (except through the executive director of procurement) shall be considered grounds for disqualification.

The response deadline for this bid is May 11, 2026, at 05:00 PM CT. The bid notice does not specify a deadline for the total delivery of services.

The bid notice allows for various payment term options, including net 10, net 15, net 20, and net 30, with options for early payment discounts. The specific payment terms for this offer are to be selected by the bidder.

The evaluation of this RFQ may be based upon, but not limited to: cost to ISU, lead time, adherence to specs, and minimum order quantities.

Suppliers must be currently licensed with ISU trademark in order to bid on these items. Due to the timeframe and restrictions with new licenses, suppliers must already be licensed to produce ISU branded materials at time of bid submission to be eligible for award.
