This is a sources sought notice for Army transition assistance program services, seeking information from small businesses. The Bureau of Reclamation, Estes Powerplant, located in Estes Park, Colorado, requires garbage and recycle services. The contract includes the removal of garbage and recycling from the Estes Powerplant, with weekly garbage collection and monthly recycling, except for a 3-yard container emptied approximately four times a year. The contract also includes the rental of dumpsters (1 30 cubic yard, 1 2 cubic yard, and 1 3 cubic yard mixed recycle). The contractor is responsible for all labor, transportation, equipment, and supervision. The period of performance is anticipated from October 1, 2025, through September 30, 2026, plus four one-year option periods. Normal hours for service are between 8 am and 8 pm.

Offerors must complete blocks 12, 17, 23, 24, and 30. Offer due date is August 27, 2025, 04:00 PM local time. Contractor personnel must comply with adjudication standards and procedures using the National Crime Information Center (NCIC) and Terrorist Screening Database (TSDB). Antiterrorism awareness training is required. The contract covers a period of performance from September 1, 2025, to August 31, 2026, plus three option years. The requirement is a 100% set-aside for small business concerns under NAICS code **** must be registered as a small business concern in SAM.

Offerors must be registered with the System for Award Management (SAM). Delivery is FOB destination. Inspection and acceptance of supplies or services will be at destination. The government will arrange for transportation and pay all associated transportation costs for FOB origin procurements. Offerors must complete the Naval Supply Systems Command Automated Ready-to-Ship (RTS) web form. The contractor shall provide DOD unique identification or a DOD recognized unique identification equivalent. The procedures set forth in FAR **** will be followed for submission and handling of agency protests. The deadline for submission of questions is 1 day prior to the solicitation closing date. Proposals are sought for lease-compliant appraisal services. Proposals are due September 10, 2025, at 2 PM. Proposals must include firm overview, qualifications, experience, certifications, project approach, fee schedule, and references. Evaluation criteria include firm qualifications, certifications, experience with tribal entities, project approach, cost proposal, references, and Indian tribal preference. The tribe reserves the right to cancel, modify, or reject proposals.
