This notice prohibits contracting for certain telecommunications and video surveillance services or equipment from specific companies (Huawei, ZTE, etc. ). It outlines various definitions, prohibitions, exceptions, and reporting requirements for contractors. Additional information is available in attached documents. The notice is not a service contract.

Offerors must complete blocks 12, 17, 23, 24, and 30. Offer due date is May 30, 2025, 2:00 PM local time. The acquisition is unrestricted and set aside for small business, women-owned, small North American, WOSB, HUBZone, service-disabled veteran-owned, and economically disadvantaged businesses. Delivery is required from June 16, 2025, to June 15, 2026. The contract incorporates FAR clauses ****, ****, ****, and ****, with addenda. Offerors must provide a list of equipment, three project examples, and price information. Minimum insurance requirements are specified. The US Army Corps of Engineers is exempt from state and local taxes. The proposal shall consist of one PDF document not to exceed 25 pages. Questions must be submitted in writing no later than seven calendar days prior to the proposal due date.

Use Gate 33 for truck deliveries. Delivery vehicles destined for building **** are prohibited from using Staff Drive. Delivery vehicles may make deliveries only in designated unloading areas. Contractors working on Tinker AFB shall comply with all procedures outlined in tafbi ****, afi **** and tafbp ****. All contractors/contractor personnel will be assessed a charge of **** for each badge lost, willfully damaged, or not surrendered. Individual shipments exceeding 150 pounds, 108 inches in length, or 130 inches in girth plus length shall be packaged on skidded crates or palletized. The exterior container shall be marked readable from 24 inches, not for outside storage. See contract terms and conditions for inspection and acceptance criteria. The contract incorporates by reference various FAR and DFARS clauses. Electronic submission of payment requests and receiving reports is required via Wide Area Workflow (WAWF). The contractor shall have a designated electronic business point of contact in the System for Award Management (SAM) and be registered to use WAWF. The contractor should follow the training instructions of the WAWF web-based training course and use the practice training site before submitting payment requests through WAWF. Document submissions may be via web entry, electronic data interchange, or file transfer protocol. The contractor shall use the information in the routing data table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system. The contractor shall ensure a payment request includes documentation appropriate to the type of payment request in accordance with the payment clause, contract financing clause, or FAR ****, allowable cost and payment, as applicable. The contractor shall ensure a receiving report meets the requirements of DFARS appendix F. The contractor may obtain clarification regarding invoicing in WAWF from the following contracting activity's WAWF point of contact. Contact the WAWF helpdesk at ****, if assistance is needed.

This is a sources sought synopsis to determine potential sources for information and planning purposes only. The purpose is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total small business set-aside. The government is interested in all small businesses to include 8(a), service-disabled veteran-owned, Hubzone, and women-owned small business concerns. Interested parties should respond to this notice if applicable and identify their small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Provide relevant experience to include performing engineering, manufacturing, inspection, and testing of similar items in the last 3 years. Company profile will include the following: number of employees, office location, Cage code, DUNS number, small business designation, status claimed. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The government does not have funds available to support second source qualification efforts. Offerors must possess access to all appropriate data. Pacific Scientific Energetics Materials Company and Chemring Energetic Devices Inc have the capability and drawings to remanufacture the items listed above, and the US government does not own or have the rights to use the data required to remanufacture these devices.
