Proposals must be uploaded to bidnet at www. ***. *. * on or before July 24, 2026, at 12:00 PM MT. Late proposals will not be accepted.

The award shall be made to the responsible offeror whose proposal is determined to be the most advantageous to the city, taking into consideration evaluation factors set forth in this request for proposal. A proposal with a high weighted total will be deemed of higher quality than a proposal with a lesser-weighted total.

Proposals will be evaluated to determine if each offeror meets all mandatory qualification requirements. Proposals will be considered only from firms or individuals that are well established in an appropriate field, who are financially responsible, and who have the resources and ability to provide services in a professional and timely manner.

Protests must be submitted in writing within seven working days after the aggrieved person knows or should have known of the facts giving rise to the protest. a challenge to the solicitations requirements or specifications should be made within seven 7 working days of when the protestable item is known.

Unauthorized changes to the staffing plan during the procurement process may result in disqualification of a proposal. Proposals that do not include the proposal content requirements identified within this rfp and subsequent addenda and do not address each of the items listed below will be considered incomplete, be rated a fail in the evaluation criteria and will receive no further consideration.

95% of estimated sum paid within five 5 days after the first regularly scheduled meeting of the mayor and board of commissioners of the following month. Final estimate paid within five 5 days after the first regularly scheduled meeting of the mayor and board of commissioners of the following month, after proof of paid claims.

A maintenance bond guarantees the maintenance of the work for a period of three 3 years after acceptance by the city.

The contract will be awarded to the lowest responsible bidder.

All bidders shall have complied with the prequalification requirements of the City of Enid, Oklahoma.

Failure to execute the contract and furnish satisfactory contract bond within the time specified may result in forfeiture of the proposal guaranty as liquidated damages.

Bidders are required to visit the site of the work to examine local conditions and inform themselves of difficulties.

The contractor shall submit samples of materials, finish, appliances, etc. , when required by the engineer, and all such samples must be approved in writing before the work is executed.

Bidders may be disqualified for submitting more than one proposal, being interested in more than one proposal, collusion, being in arrears on existing contracts, having defaulted on a previous contract, lack of competency, or uncompleted work that hinders prompt completion.

The bidder is enclosing a statement of his qualifications.
