Genesee County is soliciting RFQs from qualified weatherization contractors for its Weatherization Program. Services include general contracting, mechanical, environmental, electrical, and clean-out. This is an ongoing solicitation, with qualifications accepted anytime. Contractors must be licensed, financially stable, have at least three years of experience, and be registered in SAM. gov. Insurance requirements include $1,000,000 liability and workers' compensation. Work must be completed within 45 days of a proceed order. A warranty of at least 18 months is required. Bids will be evaluated based on price, experience, financial stability, and responsiveness.
This is an ongoing solicitation. Contractors may submit qualifications anytime throughout the year. The county may elect to withdraw, terminate, or revise this request without notice. The due date is December 30, 2026.
Contractor submits an invoice to Genesee County within 5 business days of job completion. Genesee County issues payment within 30 days of final quality control inspection.
Contractor must warranty all work for a minimum of 18 months from the date of final inspection and acceptance.
Evaluation of each proposal will be based on cost proposal/price (25 points), previous experience (10 points), financial stability (20 points), capability, reliability, and capacity (20 points), and proposal responsiveness (10 points). Additional points are awarded for certifications and for small/minority/women-owned businesses or labor surplus area firms (5 points).
Offerors must be financially stable, licensed by the state of Michigan, have at least three years of proven experience, be registered in SAM. gov, and not be on the federal debarment list. They must also be willing to comply with prevailing wages and provide services to any client designated by GCMPC within Genesee County.
If the contractor fails to commence work within the allotted time or fails to complete all work within the allotted time and no extension is granted, the county may terminate the contract. The contractor shall be responsible for the payment of any damages, claims, or additional costs incurred by the county as a result of the contractor's failure to perform.
Failure to comply with insurance provisions, failure to perform work in a timely manner, failure to perform work in the quality expected by the county, and failure to provide proof of insurances and licenses can lead to termination of the contract.
