The City of St. Louis Comptroller's Office is seeking statements of qualifications for financial advisory services related to airport enterprise fund transactions. The RFQ closes on September 30, 2025, at noon CST. Respondents must submit one sealed envelope containing a complete, original statement of qualifications and an electronic version on a flash drive. The statement must be labeled clearly. The qualifications of the financial advisor must be registered with the SEC and MSRB. The evaluation will be performed by a selection committee. The contract will involve a scope of services similar to planning and structuring debt issues, recommending timing and manner of sale of bond issues, assessing market conditions, attending meetings, and preparing presentation materials. Compensation is expected on a semiannual basis. Additional terms include recordkeeping audits, nondiscrimination policy, public records law, living wage, service contract prevailing wage, unauthorized aliens affidavit, antidiscrimination against Israel Act, indemnification, insurance, and prohibition on limitation of liability clauses. The city reserves the right to not select any firms, to waive irregularities, and to modify the RFQ process.

Failure to comply with the ordinance and/or providing false information may result in penalties, including suspension or termination of the contract, forfeiture of funds, barring from future contracts, and liquidated damages. penalties may include, without limitation, per order of the city compliance official, the following: i. suspension andor termination of the contract, subcontract, lease, concession agreement, or financial assistance agreement by the city ii. forfeiture and repayment of any or all of the financial assistance awarded by the city of st. louis iii. barring the contractor from eligibility for future city contracts andor financial assistance until all ordered relief has been made or paid in full iv. liquidated damages payable to the city of st. louis in the amount of 500 for each week, or part thereof, that an employee has not been provided wages and benefits in accordance with the living wage ordinance.
