This Request for Proposal (RFP) from the State of Vermont's Office of Purchasing and Contracting seeks to establish contracts for the printing of the Vermont Motor Vehicle Law Book. The contract period will be two years with an option to renew for up to three additional twelve-month periods. The required delivery for 2026 is no later than October 31, 2026, and for 2027 and subsequent years, no later than September 30th.
Payment terms are net 30 days from the date the state receives an error-free invoice with all necessary and complete supporting documentation. Percentage discounts may be offered for prompt payments, provided they are in effect for a period of 30 days or more.
The manufacturer shall include a written warranty for each product, based on commercial use, extending for a minimum term of 1 year from the date a product is available for use by the purchaser. Longer term warranties are desirable.
Awards will be made under the provisions of 29 V. S. A. § 903. Preference will be given to resident bidders of the state and/or products raised or manufactured in the state, purchase of goods produced in the United States, and bidders who have practices that promote clean energy and address climate change.
Bidders must provide details concerning their form of business organization, company size and resources, capabilities and experience relevant to the solicitation requirements, and identify any subcontractors they intend to use.
If any job is rejected because of an error attributable to the contractor, the contractor shall promptly reprint the job without any additional charges to the agency. If in the judgment of the commissioner the sample or product submitted is not in accordance with the specifications or testing requirements, the commissioner may cancel the contract at the expense of the contractor.
The commissioner reserves the right to request a representative sample of the product offered at any time prior to or after award of a contract. Samples shall be furnished within the time specified in the request and must be submitted free of charge.
Any bidder requiring clarification or wishing to comment must submit specific questions in writing no later than the deadline for questions indicated on the first page of the solicitation.
