The deadline for submission of proposals is April 21, 2026, at 1:00 p. m. Central Standard Time. Proposals received after this date and time will not be accepted.

TSU shall award a contract to a respondent whose offer is considered to provide the best value to the State of Texas and Texas Southern University. The evaluation committee will determine best value by applying weighted criteria: Experience (25%), Qualifications (15%), Methodology/Approach (25%), References/Client Feedback (15%), and Pricing/Delivery (20%).
