The bid proposals must be received no later than 4:00 p. m. on Friday, June 19, 2026. Proposals received after the time specified will not be opened.

The county will pay the proper amounts due the vendor within sixty (60) days of receipt by the county of the vendors invoice with the requested supporting documentation and approval of the vendors invoice by the department head and the ulster county comptroller.

The submitted proposals will be evaluated based on the following criteria: overall plan to provide required services (35 points), fee/pricing proposal (30 points), qualifications and experience (20 points), understanding of county's goals and objectives (5 points), sample title search (5 points), and local economic development (5 points).

Each responder will provide the history of their company, describe their professional qualifications, prior experience in similar projects, demonstrated capabilities, including demonstrated ability to work effectively with other service and system providers (e. g. , county government), history of regulatory compliance, fiscal solvency and budget performance, contract compliance, accuracy and timeliness of reporting, management structure and ability to support projects of this scope, and ability to recruit and retain staff and commitment to staff development. Responders must provide at least five (5) years of work experience in government or municipal title searches and must furnish references.

The county may terminate this agreement, in whole or in part, at any time for the county's convenience, upon the failure of the firm to comply with any of the terms or conditions of this agreement, or upon the firm becoming insolvent or bankrupt.

A preproposal meeting is not scheduled at this time.

Each responder must complete a sample title search in the manner provided in the scope of work section of this RFP.

Requests for clarification or interpretation shall be made in writing at least ten (10) calendar days before the date established for submitting proposals. Inquiries will not be considered after that date.

The county reserves the right to reject any proposal if the information submitted by, or investigation of, such responder fails to satisfy the county that such responder is properly qualified to carry out the obligations set forth in this RFP and/or the resulting contract and to complete the work contemplated therein. Conditional proposals will not be accepted.

The proposal due date is Wednesday, June 10, 2026, and proposals must be received by 10:00 a. m. prevailing time. The bid notice states, proposals must be sealed and delivered to the office of the school business administrator board secretary of Lakewood Board of Education, on or before date and time indicated below.

The bid notice indicates that payments will be made in accordance with N. J. S. A. 18A:18a10. 1, with invoices due by the last day of the month following the prior month of service. The board shall remit payment on the monthly invoice as part of the board's next regular bill list following satisfactory completion of services. The notice also states, The board shall release payment to the service provider in the month succeeding that in which the monthly, verified invoice is submitted and approved by the administration, so long as the required documentation, including invoice, voucher and any requested supporting documents, has been provided to the districts business office by the 30th of the month succeeding that in which the services were performed.

The award of the contract will be made to the respondent whose response is the most advantageous to the board of education, considering price and other factors, and who will provide the highest quality of service at fair and competitive prices. The notice states, It is the intention of the board of education to award the contract, based upon the report and recommendation of the school business administrator, to the respondents whose response is the most advantageous to the board.

Respondents must be approved by the New Jersey Department of Education, Offices of Special Education, to provide CST initial reevaluation services, have conducted criminal history checks for each professional, and have at least three years of experience providing similar programs, preferably in New Jersey. The notice states, The service provider shall provide proof with their proposal that: they are approved by the new jersey department of education, offices of special education, to provide cst initial reevaluation services they have conducted the criminal history check of each professional according to n. j. s. a. 18a: 67. 1 they have experience providing similar programs, preferably in the state of new jersey, for at least three 3 years.

The bid notice mentions penalties for discrimination, stating, here may be deducted from the amount payable to the service provider by the contracting public service provider, under this contract, a penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated in violation of the provisions of the contract. It also mentions penalties for violations of registration requirements: A business organization that fails to provide a copy of a business registration as required pursuant to section 1 of ****, c. 134 c. 52: **** et al. or subsection e. or f. of section 92 of ****, c. 110 c. 5: ****, or that provides false information of business registration under the requirements of either of those sections, shall be liable for a penalty of 25 for each day of violation, not to exceed 50, 000 for each business registration copy not properly provided under a contract with a district or under a casino service industry enterprise contract.

A pre-proposal meeting will be held on Tuesday, May 19, 2026, at 10:00 a. m. at the Lakewood Board of Education. While attendance is not mandatory, all prospective respondents are encouraged to attend. Any prospective respondent who wishes to challenge an RFP specification must file such challenge in writing no less than three business days prior to the opening of RFP responses.
