The City Borough of Juneau (CBJ) is seeking proposals from qualified attorneys and law firms to provide public defender services for adults charged with municipal misdemeanor violations who are determined to be indigent. The contract term is from July 1, 2026, to June 30, 2027, with two potential one-year renewals. Proposals must include an introduction letter, a description of understanding, methodology, and management plan, details on experience and qualifications, at least three professional references, and a fee cost proposal. Key requirements include proof of an Alaska business license, license to practice law in Alaska, and professional liability/malpractice insurance. The selected contractor will be responsible for providing legal services, including meetings with clients, legal research, filing pleadings, negotiations, and court appearances. Statistical reports on case volume and disposition are required quarterly. Invoices for services are to be submitted monthly. The CBJ will cover outside counsel costs for up to three weeks of leave annually for solo practitioners. Travel expenses must be included as a separate line item in the proposal. Exceptions to terms and conditions may disqualify a proposal from award. All questions must be submitted in writing at least seven business days prior to the solicitation deadline.
The initial contract term is to begin on July 1, 2026, and will continue until June 30, 2027. Upon satisfactory performance, the contract will automatically be renewed for two more fiscal year renewals, until the contract expires on June 30, 2029.
The contractor is expected to submit a monthly invoice for services, via email, to the contract administrator or assigned designee and the CBJ accounts payable office. Invoices will state the total agreed upon monthly contract amount. The amount will be paid in equal monthly installments to cover all professional services and expenses with the exception of discovery costs, which will be paid directly upon receipt of contractor's invoice.
The city reserves the right to accept the proposal that provides the best value of services and most directly aligns with CBJ's needs, regardless of price.
The successful proposer must provide proof of: active State of Alaska business license, license to practice law in Alaska and good standing with the Alaska Bar Association, and insurance required by the CBJ that includes professional liability/malpractice insurance.
Requests for questions must be received a minimum of seven 7 business days prior to the solicitation deadline.
