Proposals must be received by mail or other method of delivery no later than August 20, 2026, at 12:00 PM. The contract will be a cost-reimbursement contract. Reimbursement will be for actual, allowable, allocable, and reasonable costs incurred, up to the not-to-exceed contract amount. Invoicing can be done biannually or on a one-time annual basis. The responder will be reimbursed only for actual, allowable, allocable, and reasonable costs incurred in delivering the contracted program, up to the not-to-exceed total contract amount, consistent with the cost principles at 2 CFR part 200, subpart e.

Proposals will be evaluated and scored based on technical approach and program design (30%), high school partnerships and outreach plan (15%), organizational qualifications, past performance, key personnel, and management systems (25%), cost reasonableness and budget narrative (20%), and compliance with WIOA and program-specific requirements (10%). The award of a contract will be made to the proposers whose proposal is deemed most advantageous to the WDB NNJ, cost and other factors considered.

Eligible responders include public or private institutions of higher education, public school districts, county vocational-technical school districts, charter or private secondary schools, registered apprenticeship program sponsors, nonprofit and community-based organizations, for-profit training providers, and industry-recognized credentialing bodies. Responders must demonstrate the capacity to design and deliver the program, establish relationships with high schools, determine and document WIOA eligibility, and operate under a cost-reimbursement contract. Regardless of organizational type, the responder must demonstrate the capacity to: design and deliver directly or through a documented partnership a program that leads to both postsecondary academic credit and at least one industryrecognized credential

Violation of the restriction on contact with county and WDB NNJ personnel from the issue date of the RFP until a determination is made regarding selection may result in disqualification. A violation may result in disqualification to the extent permitted by law.

The anticipated funding available is not to exceed $100,000. The wdb nnj anticipates an amount not to exceed approximately 100, 000 in total funding availability under this rfp
