The Village of Irvington is seeking bids for the use and operation of heavy equipment. Bids will be received until 11:00 AM on April 29, 2026, and will be opened immediately thereafter. The contract will be for a term of twelve months with a mutual option to renew for one year, with an intended commencement date of June 1, 2026. The contractor will be responsible for providing equipment and qualified operating personnel. Response time for emergencies is within 2 hours, and for scheduled work, within 24 hours. Daily rates must include all costs for equipment and operator, including insurance, fuel, salaries, and fringe benefits. A day is defined as eight working hours. The village reserves the right to waive formalities and reject any or all bids. No performance or payment bonds are required. Contractors must submit insurance certificates prior to commencing work. Prevailing wage rates as determined by the New York State Industrial Commissioner apply.
The bid opening date is April 29, 2026, at 11:00 AM. The contract work is intended to commence on June 1, 2026, and end on May 31, 2027, with an option to renew for one additional year.
The owner shall pay the contractor in accordance with the rates listed in Exhibit A. The owner shall release payment to the contractor within 30 days of receipt of an approved invoice.
The anticipated annual usage (AAU) is used to determine the low bidder for this contract. The AAU will be multiplied by the daily rate to arrive at an extended cost. The sum of all extended costs will be the total bid price.
The contractor shall provide to the owner the equipment, materials, personnel and services identified in Exhibit A in a proper manner, satisfactory to the owner. The contractor shall also possess adequate equipment and sufficient professional skills and experience to perform said services in a complete, timely and professional manner.
Should the contractor breach any provisions of this agreement, the owner shall have the rights and remedies provided by law or under these terms and conditions. The owner shall have the right at any time to terminate this agreement in whole, or in part, if the contractor fails to perform any of its obligations or if the contractor fails to give the owner assurance of adequate performance within ten 10 working days after written request by the owner for assurances.
By submission of this proposal, the undersigned acknowledges that he has visited each site, informed himself of the existing conditions, and included in the proposal a sum to cover the costs of all items in the contract.
