Evaporator Government Bids & RFPs

The contractor shall complete the emergency repairs immediately due to urgency of request and negative impact to patient care and government property.

Payment will be made monthly in arrears upon receipt of a properly prepared detailed invoice and validated by the COR. Invoices must be sent electronically through OB10 payment system in Austin, Texas.

The contractor shall be qualified to perform evaporator coil replacement, including refrigerant handling in accordance with EPA regulations. The contractor must be certified and experienced in working with commercial HVAC systems, including refrigerant recovery, pressure testing, and system recharging. Familiarity with healthcare or residential support facility environments is required. This service must be performed by EPA 608 licensed personnel.

Offerors must return the entire limitations on subcontracting certificate of compliance clause containing a fully completed certification at the time offers are due or the offer will be rejected and not forwarded for evaluation.

The contract is anticipated to be completed by June 2026.

Minimum warranties include 10 years for parts, 1 year for labor, 20 years for heat exchangers, 10 years for AC compressors, 5 years for thermostats, and 1 year for safety floats.

The government anticipates issuing an order to the responsible quoter whose quotation will be most advantageous to the government, price and other factors considered.

Quotations will only be accepted from Service Disabled Veteran Owned Small Businesses (SDVOSB).

Quotations received from concerns that are not SDVOSB will be considered non-responsive and will be rejected.

Services will begin upon award and will end on August 31, 2026.

Payment will be made in accordance with the pricing provided on exhibit C pricing sheet. The pricing is considered all-inclusive, and no other pricing may be provided on an invoice.

All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidders ability to meet performance delivery requirements, and price.

The bidder shall have relevant experience required for the performance of the services as outlined in this IFB. The minimum experience required is three 3 years. The bidders personnel to be assigned to perform the services must be fully trained and, at minimum, have three 3 years relevant experience.

An optional onsite visit will be conducted on June 11, 2026. Attendance is strongly encouraged but not required.

Failure to comply with communication restrictions, submitting exceptions to the IFB, not submitting required information, or failing to properly and timely notify the sole point of contact of any ambiguity, conflict, discrepancy, exclusionary specification, omission, or other error in the IFB may result in disqualification.
