The contractor shall develop and maintain a quality program to ensure the services described by this PWS are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure nonrecurrence of defective services. The contractor shall develop and maintain a written quality control plan. The contractor shall establish a contract manager or alternates that can be contacted during work hours. Contractor personnel shall present a neat and professional appearance. The CO is authorized to restrict employment under the contract of any contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population. All contractor employees must be sponsored into the park with a valid permit. The contractor shall provide all information required for permitting at least 10 business days in advance to meet access requirements as directed by DOH policies and procedures. The contractor shall perform all work in accordance with Occupational Safety and Health Administrations OSHA requirements and all applicable safety regulations.

The bid notice states that procedures as set forth in the FAR ****(a), Contract Terms and Conditions Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. The CO will follow FAR **** Contract Terms and Conditions Commercial Items, in the event of the contractor's failure to perform satisfactory services or failure to correct nonconforming services. Damages to government buildings, equipment, or vegetation are addressed in FAR ****, Protection of Government Buildings, Equipment and Vegetation. If the contractor's failure to use reasonable care causes damage to any of this property, the contractor shall replace or repair the damage at no expense to the government as the CO directs. If the contractor fails or refuses to make such repair or replacement, the contractor shall be liable for the cost, which may be deducted from the contract price.
