This is a non-personal services contract for
tree removal services at Fort Jackson, SC. The period of performance is one base year (March 15, 2026 to March 14, 2027) and four 12-month option years. The
contractor is responsible for all personnel, equipment, supplies, and other items and non-personal services necessary to perform the work. The government will not supervise or control the
contractor's service providers. The
contractor must develop and submit a quality control plan within 30 days of contract award. The government will evaluate
contractor performance according to a quality assurance surveillance plan. The
contractor must comply with Army safety regulations (AR ****) and ANSI standard **** safety plan, job hazard analysis (JHA), and a list of all
contractor employees (including subcontractors) must be submitted within 10 days of contract commencement. Key personnel information (contract manager and alternate) must be provided within 10 days of contract award. The
contractor must ensure all employees have current antiterrorism level 1 professional certification and complete iWatch training within 15 calendar days of contract award. The government will provide controlled access to the Fort Jackson mulch site for debris disposal. The
contractor must provide daily progress reports by **** each morning, Monday through Friday. The government will generate service requests identifying the location and
trees to be cut. The
contractor will provide a price estimate based on the work requested. The
contractor must exercise extreme care to avoid damaging government property. All work must conform to the standards of the specifications. The
contractor must correct any work not meeting specifications. The
contractor must accomplish all repairs in an orderly and efficient manner. The
contractor must maintain an adequate workforce for uninterrupted performance of all tasks when the government facility is not closed. The
contractor must provide communication equipment as necessary to perform the services of this contract. The
contractor must provide all fuels, flares, and safety equipment required for the operation of equipment and vehicles in conformance with installation fire regulations, SCDOT and OSHA. The government desires to do a small business set aside, provided two or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set aside.
