The tender seeks proposals for the
repair and recoating of a 20,000-gallon water tank in Rocky Mountain National Park. The work is expected to occur between mid-September and mid-October 2025, after the water system shuts down and before Trail Ridge Road closes for the winter. The performance period is 90 calendar days, from August 30, 2025, to November 30, 2025. The solicitation close date has been extended to September 15, 2025. The contractor must adhere to all park rules and regulations, including clean work site, traffic signs, speed limits, and food storage requirements. Staging options are available near the generator shed at the top of Old Fall River Road. The use of hand carts, dollies, skids, and other transportation devices off roadways for loading and unloading materials is not permitted without prior written approval. The coating materials must be NSF 61 certified. The applicator must be trained in handling, mixing, and application of the products. All work must comply with OSHA requirements, including confined space, scaffolding, ventilation, personal protective equipment, lighting, and monitoring. The contractor is responsible for timely reporting of safety issues and incidents. The contractor must provide authorized representatives with safety equipment required by OSHA regulations. The project site is outside designated wilderness. All materials and equipment shall be contractor-furnished. Product data, certification, safety data sheets, and technical data are required. The contractor must provide written documentation of applicator experience and qualifications, including references. The contractor must maintain environmental temperature and humidity conditions to meet specified requirements during surface preparation, coating application, and curing period. The contractor must inspect all tank areas during surface preparation and coating activities. The contractor must closely coordinate
repairs and patching work with the contracting officer to address known issues identified in the June 2024 inspection report. The inspection report details the findings of the inspection, including minor cracking, voids, exposed reinforcement, exposed aggregate, and a leak in the southwest corner. The report recommends epoxy
repairs and concrete resurfacing. The contractor must remove all sediment, blast media, empty containers, unused coating products, and construction materials and dispose offsite. The contractor must clean, flush, and disinfect the tank per AWWA **** disinfection of water storage facilities, after all tests on coating systems have been completed, the coatings have cured properly and approved by the contracting officer.
