This is a Request for Proposal (RFP) for M82 and M82A1 percussion primers. The Army Contracting Command - Rock Island is issuing this RFP with a closing date of August 31, 2026. The government intends to award two Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with five 12-month ordering periods. The acquisition is restricted to the United States, its outlying areas, and Canada. Proposals will be evaluated using a best value with tradeoffs approach. Offerors must be registered in the System for Award Management (SAM). Technical Data Packages (TDPs) are restricted and require government approval and potentially a **** for access. Questions must be submitted in writing by August 11, 2026.
Production delivery terms are F. O. B. Origin. For the initial production delivery order, monthly production deliveries shall start no later than ninety (90) days after First Article (FA) is approved or waived. For subsequent orders, monthly production deliveries shall start no later than thirty (30) days after FA approval or sixty (60) days after issuance of the delivery order if FA is waived.
Payment will be made by the government. Invoices are to be submitted to the address shown in item 10. Contractors must utilize the Wide Area Work Flow (WAWF) receipt and acceptance system for contractor payment.
The solicitation will utilize the best value with tradeoffs source selection approach. The USG intends to compete delivery orders based on price, schedule, and past performance.
Offerors must be registered in the System for Award Management (SAM). All contractors must have current, accurate, and complete representations and certifications in SAM prior to RFP closing. Offerors must submit a small business subcontracting plan in accordance with FAR ****, Alternate 2, unless the offeror is a small business concern.

First Article Test (FAT) prices are required for each ordering period for CLIN ****.
Potential offerors comments and/or questions should be directed in writing by email by 10 a. m. CT on 11 August 2026.
Failure to provide all information in accordance with this RFP may result in the proposal not being considered for award. Failure to register in SAM will preclude a contractor from receiving a contract award. Failure of the contractor or subcontractors to comply with the Statement of Work shall be considered a material breach of the contract.
The combined maximum dollar value for all contracts and corresponding orders resulting from this solicitation is $210,378,****.
