The submission deadline for proposals is May 4, 2026, at 2:00 PM, as stated in the bid notice.

The bid notice requests submittals from interested and qualified respondents for design and engineering services.

A non-mandatory pre-submittal meeting will be held on April 8, 2026, at 10:00 AM at Fort Myers City Hall or virtually.

The district must have delivery within 30 days after awarding of contract unless otherwise specified within specifications. The delivery date will be a factor to consider in determining bid award.

Payment by the district will be made within 30 days after the date on which the district receives the goods under the contract or the date on which the performance of services under the contract was completed, or the date on which the district received the invoice for the goods or services, whichever is later. The districts preferred method of payment is, direct deposit ACH.

The bid notice states that bidders must submit warranty information and service agreement information together with the bid. Failure to provide such information may be cause for rejection of the bid. It also states that implied warranties of merchantability and implied warranty of fitness for a particular purpose shall apply to all purchases initiated by this document.

In conformance with Texas Education Code Section ****, in determining to whom to award a contract, the district shall consider: the purchase price, the reputation of the vendor and of the vendors goods or services, the quality of the vendors goods or services, the extent to which the goods or services meet the districts need, the vendors past relationship with the district, the impact on the ability of the district to comply with laws and rules relating to historically underutilized businesses, the total longterm cost to the district to acquire the vendors goods or services, whether the vendors ultimate parent company or majority owner has its principal place of business in this state or employs at least 500 persons in this state, and any other relevant factor specifically listed in these specifications.

The district may make such investigations as deemed necessary to determine the qualifications and or ability of the bidder to perform in accordance with the bid terms and conditions specified herein. The bidder shall furnish to the district all such information as the district may request. The district reserves the right to reject any bid if the bidder fails to satisfy the district that such bidder is properly qualified to carry out the obligations of the contract.

The district shall have the right to cancel or default all or part of the undelivered portion of the order if the contractor breaches any of the terms hereof, including warranties, if the contractor becomes insolvent or commits acts of bankruptcy. Other factors shall include service performance.

Samples of possible substitution items may be requested at that time.

The bid submission deadline is 5:00 PM Central Time on April 27, 2026.

The bid notice recommends that contractors receive payments by electronic funds transfer (EFT), also known as direct deposit. Contractor must submit a completed direct deposit authorization form if electing this option.

DPS will evaluate responses in accordance with the best value standard in Tex. Govt Code ****.

Bidders must submit proposed pricing on the mandatory pricing schedule that includes all costs, fees, licenses, and all expenses for contractors delivery and performance of the commodities or services requested. Upon request, bidder must provide evidence of its financial resources and its ability to provide the commodities or perform the services for which bidder is submitting a response.

A mandatory pre-bid site visit will be held at **** Canyon Dr. , Amarillo, TX **** at 09:00 a. m. through 11:00 a. m. on ****.

The last day to submit written questions for clarification is 11:00 AM CST on April 7, 2026.

The bid notice does not explicitly state a delivery deadline for proposals. However, it mentions that SWIF will provide as much advance time for scheduling services as possible, but certain circumstances may require as little as twenty-four 24 hour notice, or less.

The bid notice states that hourly charges for transport services will be outlined in Attachment B, Cost Worksheet. Hourly charges begin at the pickup location, continue to the destination including time on location, and end when the passenger is returned to the point of origin. Onsite wait time reimbursement will be according to the governor's enhanced minimum rate. Meals and breaks are not paid. Awarded suppliers providing non-ambulatory transport services will be extended a load fee not to exceed **** USD. Awarded suppliers providing either ambulatory or non-ambulatory services may be extended a rush fee not to exceed **** USD.

The bid notice states that an award will be issued to all responsible and responsive bidders who comply with the eligibility requirements set forth in this IFB.

To be eligible for contract award, bidders must provide three years of driving history for all transport staff, two professional and one personal reference, complete resumes of all transport personnel, an organizational chart, and copies of all applicable licensing and documentation for personnel and vehicles, including valid driver's licenses, emergency roadside assistance coverage, current vehicle registration, cellular phone contact information, and automobile insurance certificates.

In the event the awarded supplier does not provide timely transport to the scheduled appointment and it results in cancellation of the appointment, the awarded supplier, at the Commonwealth's discretion, may be paid 50% of the hourly rate for that trip. In addition, the supplier is responsible for any fees assessed by the medical provider for the missed appointment. Failure to attain agreed performance metrics may be cause for cancellation of the contract.
