Auger Government Bids & RFPs

The anticipated start date, weather permitting, is August 10, 2026. The work shall be substantially completed as provided in article 2 of the general conditions and completed and ready for final payment in accordance with article 12 of the general conditions.

Owner shall make progress payments on account of the contract price on the basis of contractors applications for payment as recommended by engineer about 35 days after submittal of pay request by contractor. Progress payments will be made in accordance with state act 524.

The contractor warrants that they have not been influenced by an oral statement or promise of the owner or the engineer, but only by the contract documents.

In evaluating bids, the owner and engineer shall consider the qualifications of the bidders, whether or not the bids comply with the prescribed requirements, alternates, and unit prices, if requested in the bid forms, and any other consideration the owner or engineer deems pertinent.

The selected contractor must have at least 3- years of experience utilizing a vibratory augering and tampering over form riding paving machine.

Owner and contractor agree that as liquidated damages for delay but not as a penalty contractor shall pay owner, city of woodhaven, $1,000 for each day that expires after the time specified in paragraph 3. 1 for completion until the work is completed.

Before submitting a bid, each bidder must visit the site to familiarize itself with local conditions that may, in any way, affect cost, progress or performance of the work.

Failure to submit any such data within the five 5 day period shall give the owner and the engineer the right to finally reject the contractors bid.

Invoices shall reference the task order number, identify services performed, and include supporting documentation. Failure to comply may delay or prevent payment.

Proposals will be evaluated based on the City's determination of overall value, considering qualifications, experience, technical understanding, responsiveness, past performance, and reasonableness of proposed rates.

Proposals shall include firm qualifications and experience, key personnel qualifications and certifications, relevant project experience, understanding of City requirements, and description of approach to services.

Failure to meet response and performance requirements may result in reassignment or other remedies. Failure to comply with drug-free workplace requirements may result in suspension of payments, termination of the contract, or debarment.

Material sampling is an authorized bid item, compensated per unit when specifically authorized and limited to the tests identified in the task order.

Protests must be submitted within five 5 calendar days of notice of intended award and must include detailed legal and factual grounds with supporting documentation.

Proposals that are incomplete, contain material omissions, or fail to conform to the RFP requirements may be deemed nonresponsive. Failure to provide requested evidence of responsibility may result in rejection.

Responses are due by Tuesday, July 13, 2026, at 1:00 PM EST. deadline: tuesday, july 13, 2026, at 1 pm est.

Delivery location will be: 1 Glen Ray Road, Alderson, WV ****.

The contractor shall furnish all necessary equipment, tools, labor, materials, supervision and warranties necessary to completely fulfil the requirement.

Evaluation factors are: price, past performance, technical acceptability.

Offerors must be registered in www. ***. *. * contractor and any subcontractors must be reputable, holding valid and current contracting licenses, if applicable. If requested, offerors must provide certification and documented proof of experience.

A history of default, termination for cause, or chronic performance issues may be grounds for rejection.

Contractor personnel should possess a minimum of three years of experience performing preventive maintenance services on industrial auger and shear shredding equipment or similar industrial waste handling equipment.
