The City of Huntsville, Alabama is soliciting sealed, fixed-price bids for the provision of fixed route & paratransit vehicles and level 2 electric van chargers. The contract will have an initial term of one year, with the option to extend for two additional one-year terms. Bids are due by June 25, 2026, at 2:00 PM CST. Award will be made to the lowest responsive and responsible bidder. All proposed pricing must be inclusive of all costs. Bidders may bid on all or some categories. Questions are due by June 22, 2026.
Bids must be in possession of Procurement Services by 2:00:00 PM CST on the scheduled bid opening date, June 25, 2026.
Discounts will be considered in determining the lowest responsible bidder, but any payment term based on less than 30 days will not be considered. Discounts will be figured from the date of acceptance by the City.
For the fixed route gasoline powered vehicles, a 5-year/60,000-mile powertrain warranty and a 3-year/36,000-mile body conversion warranty are specified. For the Level 2 chargers, a 5-year maintenance contract and a minimum 3-year manufacturer's warranty on all charging equipment are required.
The City intends to award a periodic contract to the lowest responsive and responsible bidder that submits the lowest fixed price.
Bidders must be qualified vendors.
Failure to comply with contract requirements may result in breach of contract, termination, or other remedies.
Disputes arising in the performance of the contract must be decided by the authorized representative of Huntsville Transit. If a party disagrees, they may appeal in writing within 10 days of receiving the decision.
Failure to acknowledge receipt of addenda, failure to submit a bid for each item within a category, or failure to comply with detailed requirements may lead to disqualification.
