The City of Hutto is seeking proposals from qualified vendors to establish and operate a comprehensive on-demand public transportation rideshare program. The program aims to serve residents and visitors, addressing mobility needs and providing equitable access to transportation. Key requirements include deploying an integrated technology platform, managing daily operations, coordinating vehicles, and delivering performance data. Proposals must include bid security. The contract term is two years with an option for two additional one-year renewals. Vendors must provide proof of insurance and performance/payment bonds. All submissions are subject to the Texas Public Information Act.
The deadline for proposal submission is April 22, 2026, at 10:00 AM CST. The bid opening date is the same. The city reserves the right to modify these dates, with notice posted on the city website and its vendor connection website, Bonfire.
Proposals will be evaluated and scored based on weighted criteria: Qualifications/Experience (25 points), Methodology/Approach (20 points), Capacity/Availability/Responsiveness (20 points), Technology/Safety/Service Infrastructure (20 points), and Pricing/Fee Schedule (15 points). The city reserves the right to award to the proposer with the most advantageous proposal considering the relative importance of price and other evaluation factors.
Vendors must demonstrate experience operating on-demand public transportation or rideshare programs of comparable size and complexity, including successful program implementation, technology management, fleet operations, and driver oversight. Qualifications of key personnel, financial stability, and organizational capacity will also be reviewed. Vendors must also provide references and complete a conflict of interest questionnaire.
