Jefferson County is seeking proposals for private security guard services for its Administration and Courts Facility, District Attorney Building, and Remington Building. Services include providing trained, equipped, armed or unarmed, and uniformed security guards to ensure a safe and secure working environment. Key responsibilities include perimeter and interior building security, visitor screening, monitoring surveillance, and responding to security-related issues. Guards must be at least 21 years old, possess a valid ID, have a high school diploma or GED, pass a background check, and be qualified to carry firearms. Mandatory training includes active shooter response, basic handgun course, crisis response, first aid/CPR, conflict resolution, and proper use of security equipment. The contract performance period is one year with renewals. Proposals are due July 28, 2026.
The estimated due date for proposals is July 28, 2026, at 11:00 a. m.
Contractor shall be paid in accordance with the terms and conditions of the contract. Terms of payment shall be net 30 following inspection and acceptance of goods/services or receipt of invoice, whichever is later, unless agreed to otherwise.
The county will evaluate responses based on: cover letter and executive summary, key personnel and organizational structure, experience, proposed project schedule, statement of work and project approach, fit and appropriateness of proposed solution, firm stability, quality completeness of proposal, cost proposal, interview/presentation, and references.
Security guards must be a minimum of 21 years of age, possess a valid government-issued identification, have a minimum high school diploma or GED, pass a criminal record background check, and have no convictions related to sexual misconduct or any felony. They must also be qualified to carry firearms.
If a security guard is suspected of being under the influence of drugs or alcohol, they will be removed from their post, and no payment will be made for that day's services. Offerors who fail to perform in accordance with their response are subject to being struck from future bidding opportunities.
Failure to meet proposal requirements may result in rejection. Not submitting in the correct format or missing required documents can lead to disqualification. Submitting proposals that are not submitted but saved will not be accepted.
