The period of performance for this contract is from date of award through November 30th, 2029.

This procurement is restricted to the approved companies eligible for call orders under the R2 Rocky Mountain Restoration Project BPA for the San Juan National Forest.

The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice that are not eligible for awards under the R2 Rocky Mountain Restoration Project BPA.

The deadline for receipt of statements of qualifications is Tuesday, June 30, 2026, by 5:00 PM EST.

Payment is contingent upon a final county inspection and acceptance of work or services. The county agrees to pay for the cost of this contract not to exceed a sum of [value not specified].

Statements of qualifications shall be evaluated based on: understanding of proven waste diversion and landfill life extension strategies (30%), demonstrated relevant experience (25%), project approach (15%), experience leading or supporting solid waste RFP processes (10%), quality and relevance of past project outcomes (10%), and strength and qualifications of the project team (10%).

The ideal consultant shall possess demonstrated experience in solid waste system planning and optimization, proven waste diversion and landfill life extension strategies, development and administration of solid waste RFPs, experience working with counties of similar size (preferably coastal), familiarity with North Carolina regulatory requirements for solid waste facilities, and multidisciplinary expertise (engineering, technical, financial, policy, procurement).

Failure to comply with proposal requirements or any other provisions of the general statutes of North Carolina will result in the rejection of the proposal. Attempting to designate the entire qualification statement as a trade secret or designating pricing information as a trade secret will result in disqualification.

Final completion date is 09/30/2026.

The engineer's opinion of probable cost is $380,000.

The selection of a proposer will be dependent upon both the RFP response and cost proposal, with technical components weighed more heavily than cost. The lowest price proposal will not necessarily be selected, and technical components will be weighed more heavily than cost to ensure that the district is procuring the best value versus lowest price.

Proposers must demonstrate capacity to serve diverse student populations, including economically disadvantaged, English learners, foster youth, homeless youth, and students with disabilities. They must also have at least five years of experience providing school-based after-school programming. These programs will need to meet the compliance guidelines for the expanded learning opportunity program elop.
