The St. Vrain and Left Hand Water Conservancy District is seeking proposals from qualified consulting firms for a prefeasibility study of the Highland Diversion Bypass. The project aims to assess and propose solutions for retrofitting the diversion structure to bypass stream flows and potentially allow for fish passage. The study includes Phase I design, analysis of fish biology, cost estimation, and recommendations for next steps. Proposals are due August 28, 2026. The project timeline aims for completion by the end of 2026.
The project aims to complete Phase I tasks by the end of 2026, if possible. The contract is expected to be fully executed by September 14, 2026, with a notice to proceed on September 15, 2026. Project completion is targeted for Q1 2027.
Consultant shall be paid within thirty 30 days after invoice is received by the district. Invoices must include copies of receipts for all claimed expenses. The consultant shall submit monthly invoices to the district for fees and expenses.
For a period of one year from the date of performance, the consultant shall correct any defects, errors or omissions attributable to the consultant in performance of its services. Award will be based on qualifications, technical experience, cost, and proposed financial terms. Selection Criteria: Project approach and timeline: 45 points; Project team experience and qualifications: 30 points; Cost estimate: 15 points; Overall quality of proposal: 10 points.
Prospective consultants must demonstrate experience comparable to the scope and complexity of this project. All prospective consultants and subcontractors must provide three past project references and meet the required qualification that demonstrates experience comparable to the scope and complexity of this project.
