The City of Kirkland is seeking proposals for a Commercial and Multifamily Organics Outreach and Technical Assistance Consultant. The consultant will be responsible for auditing and optimizing the organics collection route, as well as providing outreach and technical assistance to businesses and multifamily complexes to increase participation and reduce contamination. Key deliverables include a route analysis report, tracking and reporting of outreach efforts, and an overall evaluation of the city's program. The total budget for this project is not to exceed $84,****, and the work must be completed by June 30, 2027, with an option for a one-year renewal. The work of this contract must be completed by June 30, 2027, with the option of up to one 1-year renewal.
The consultant will submit invoices broken down by project staff, hours per staff, hourly billable rate, materials, travel, and overall cost. The city will timely pay any undisputed portion of the invoice.
The city will make a selection based on the evaluation of the written proposals and may conduct an interview process. Written proposals and interviews will be evaluated based on team experience and competence (20%), record of past performance and project examples (30%), work plan understanding, approach and methods (30%), and budget (20%).
Proposals must include basic information, business information, a description of qualifications including business experience and project-specific experience, an implementation plan, examples of relevant projects, and references.
Questions regarding the scope of work or evaluation process must be submitted in writing by March 31, 2026.
