Proposals will be evaluated on qualifications (20 points), methodology (30 points), experience (10 points), and price (40 points), with a total of 100 points. The borough will select the proposer who is best qualified and best able to perform the required services for best value.
To be considered, proposers must meet minimum qualifications including a valid Alaska business license, required insurance, and a minimum of 5 years of experience in solid waste hauling services.
The proposed contract shall include assessed penalties or liquidated damages for material breaches, service failures, nonperformance, or repeated failure to meet performance standards.
A mandatory pre-proposal meeting will be held on June 30, 2026, at 10:00 AM local time, in person or via Microsoft Teams.
The protest period follows the notice of intent to award, with a formal written protest to be filed within ten calendar days of the notice date.
Factors such as evidence of collusion, attempting to improperly influence staff, default under a previous agreement, unresolved litigation with the borough, or delinquency in paying borough taxes or fees may disqualify a proposal.
