Each responder shall provide a statement of qualifications, including company history, professional qualifications, prior experience, demonstrated capabilities, fiscal solvency, management structure, and ability to recruit and retain staff. The county may terminate the agreement for the firm's failure to comply with the county's compliance plan. Penalties may also apply for violations of the New York State Labor Law. Proposals may be rejected if the responder fails to comply with pre-qualification regulations, has previously failed to complete contracts, performed unsatisfactory work, or is already obligated for other work that would cause delays.
