Fat Government Bids & RFPs

The delivery dates will be from July 1, 2026, through July 17, 2026.

Payment will be made using electronic funds transfer (EFT).

The government will award the offeror responsible whose offer conforms to the solicitation and is most advantageous to the government. Past performance and price will be considered with price being rated higher than past performance.

Vendor must be registered under NAICS code in box 10 of solicitation to be considered for award. Failure to register in SAM, or if the SAM account is inactive, or if you are excluded, your bid will not be considered.

Failure to send all forms, certifications, bids, and any information that was asked for, will result in your bid not being accepted. Failure to respond to the email after being notified as the lowest bidder will result in award going to the next lowest bidder.

The due date for submissions is Tuesday, June 16, 2026, 5:00 PM PDT.

Contra Costa Health will reimburse the contractor for actual costs monthly.

Reviewers will evaluate proposals based on applicant capability, outreach and collaboration (30 points), geographic desirability for program participants (30 points), financial information (25 points), and service continuity (15 points).

Eligibility is limited to not-for-profit **** community-based organizations and hospitals or public agency service providers that serve in Contra Costa County and demonstrate sufficient capacity and fiscal stability.

Appeals must be submitted in writing to the Family, Maternal, and Child Health Program Director within seven (7) business days of receiving written notification of the funding decision.

An agency with unresolved outstanding federal/state tax obligations is not eligible to apply for funding.

The award amount is up to $570,000, with $190,000 annually for fiscal years FY ****.

The delivery dates for the first article testing units are estimated by September 30, 2026, and for the production units are on or before April 30, 2027.

The bid notice specifies electronic submission of payment requests and receiving reports through the Wide Area Workflow (WAWF) system. Specific document types for payment requests include cost vouchers, invoices, receiving reports, progress payment requests, and performance-based payment requests.

The government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation, will be most advantageous to the government, price and other factors considered, on a Lowest Price Technically Acceptable (LPTA) basis.

To submit a proposal, technical drawings must be requested by contractors prior to the submission date. ITAR certification is required prior to technical drawing release. Offerors must be currently certified through the United States Canada Joint Certification Program to receive unclassified controlled technical information.

If the contractor fails to deliver the supplies or perform the services within the time specified in this contract, the contractor shall, in place of actual damages, pay to the government liquidated damages of per calendar day of delay.

The bid notice mentions that offerors deemed to have a conflict of interest may be ineligible for award. Failure to provide information in a timely manner does not waive the government's rights to make a conflict of interest determination.
