This Broad Agency Announcement (BAA) seeks proposals for research and development related to the National Defense Stockpile (NDS). The Defense Logistics Agency (DLA) Strategic Materials aims to restore and stabilize domestic supply chains for strategic and critical materials. Areas of interest include refining, processing, recycling, conservation, substitution, and qualification of materials. White papers are due by May 1, 2028, with evaluations ceasing on August 1, 2028. The BAA is open until January 30, 2029. No award is expected to exceed $10,000,**** per contract, with a period of performance not exceeding three years. Phase I efforts (research) will be funded up to the Simplified Acquisition Threshold (SAT) and last no more than 12 months. Phase II efforts (development) can be funded up to $10,000,**** and last no more than 24 months. Direct-to-phase II funding is possible with justification. Offerors must be registered in the System for Award Management (SAM). Proposals will be evaluated based on technical merit, relevance, creativity, qualifications, past performance, and price.
White papers may be submitted from the date of opening through May 1, 2028. All evaluations of white papers or proposals will cease on August 1, 2028. Any accepted white papers and/or proposals not awarded by the BAA end date of September 15, 2028, must be resubmitted.
Payment will be commensurate with receipt and approval of deliverables.
Proposals are evaluated based on technical acceptability (scientific and technical merits, relevance, new solutions, qualifications) and past performance. Price is also considered, but non-price factors are significantly more important.
Offerors must meet minimum standards pertaining to financial resources, ability to comply with performance schedules, satisfactory performance record, integrity, organizational structure, experience, accounting and operational controls, technical skills, and facilities and equipment. Registration in the System for Award Management (SAM) is required.
Proposals that do not comply with formatting and page length requirements will be rejected. Proposals lacking technical merit or relevance, or those in areas where funds are not expected to be available, may be rejected. Failure to demonstrate adequate personnel, time, or resources can lead to unacceptability.
No award is expected to exceed $10,000,**** per contract.
