The deadline for proposal submission is April 22, 2026, at 5:00 PM. The anticipated start date for services is July 1, 2026.

The bid notice states that pricing may be structured as a monthly retainer or hybrid model, but must not exceed the annual cap of $65,000. The contract details indicate that the consultant shall submit a monthly invoice, and the city shall pay all non-disputed and approved charges within 30 days of receiving the invoice.

The city will select and negotiate with the qualified firms whose competitive proposals are responsive to this RFP and are in the best interest of the city. The city's decision to award a contract will be based on many factors including but not limited to service, cost, experience, and quality. No single factor, such as cost, will determine the final decision to award.

Proposers must demonstrate experience in legislative advocacy (state and/or federal), demonstrated success in securing grant funding for public agencies, knowledge of municipal government operations, familiarity with key funding sources, and strong communication and analytical skills.

The proposal requirements include providing examples of work products related to legislative advocacy and grant writing, such as legislative platforms, bill tracking, grant packages, and grant opportunities.

The deadline for submission of questions regarding the proposal is April 20, 2026. The consultant, by submitting a response to this RFP, waives all right to protest or seek any legal remedies whatsoever regarding any aspect of this RFP.

The city has established a not-to-exceed annual budget of $65,000 for the services described in this RFP.

The bid requires acquisition directly from the actual manufacturer because suitable technical data, government data rights, or manufacturing/repair knowledge are not available to permit acquisition from or repair by other sources. The bid also mentions that if one source is available, specific authorities are valid, and if at least two sources exist, other specific authorities are valid.

To qualify, proposers must submit a completed RFP04 Authorized Signature and Questionnaire, RFP05 Forms, RFP06 Deviations, Statement of Qualifications, Legislative Services Approach and Capabilities, a minimum of two Reference Letters, signed addendums (or a statement if none were issued), and a completed Bid Table.

A pre-proposal conference will be held on Wednesday, April 7, 2026, from 1:30 PM to 2:30 PM CDT. Attendance is not mandatory but strongly encouraged.

The deadline for submissions is April 23, 2026, at 2:00 PM CDT. Finalist interviews and/or demos are scheduled to be held between May 18, 2026, and May 22, 2026.

Proposers must submit a Statement of Qualifications, Legislative Services Approach and Capabilities, a minimum of two reference letters, and completed forms including the Authorized Signature and Questionnaire, and any deviations.

A preproposal conference will be held on April 6, 2026, which is not mandatory but strongly encouraged. The location is Conference Room MZ05 on the mezzanine floor at City of Fort Worth City Hall, 100 Fort Worth Trl, Fort Worth, TX ****, and also via Teams.

The bid notice does not require sample submissions.

The deadline to respond to questions is April 9, 2026, at 5:00 PM CDT. The city will respond to questions from vendors via addendum by April 16, 2026.
