The bid notice states proposals must be organized in the following format: 1. firm legal experience qualifications overview of the firm, areas of practice, and relevant expertise experience representing park districts, municipalities, or public entities2. firm organization firm size, structure, locations attorneys and support staff to be assigned to the park district3. attorney qualificationsfor each attorney proposed: professional background, education and years of experience in park districtmunicipal law current position and relevant credentials4. references provide at least five 5 professional references with contact information at least three must be with current or recent clients within the past 3 years and reflect similar service needs.

The bid notice states all offeror proposals must be received for review and evaluation by the procurement manager or designee no later than 2:00 pm, wednesday, march 18, 2026.

The bid notice states he contract shall be awarded to the offeror or offerors whose proposal is most advantageous to the county, taking into consideration the evaluation factors set forth in the rfp.

The department will reimburse the selected offeror for work satisfactorily performed after execution of a written contract and the start of the contract term, in accordance with contract requirements, and only after the issuing office has received a signed appointment letter back from the offeror.

Award will be made to the responsible offerors determined to be the best qualified after fair and reasonable compensation has been negotiated.

To be deemed responsible for purposes of this engagement, an offeror must submit a responsive proposal and possess the capability to fully perform the contract requirements in all respects and the integrity and reliability to assure good faith performance of the contract.

A late fee of **** per day may be assessed against the prime contractor if the utilization report is not submitted in accordance with the schedule.

If an offeror has any questions regarding this rfp, the offeror must submit the questions by email with the subject line **** question to the issuing officer named in part i, section i2 of the rfp. if the offeror has questions, they must be submitted via email no later than the date indicated on the calendar of events.
