The award will be made by the evaluated method, based on technical merits, firm experience, key personnel experience, and cost. The winning bidder will be excluded from competing for contracts resulting from this
analysis. The town reserves the right to reject any proposals. Proposals must include a timeline not exceeding 6 months, estimated project cost, relevant firm experience, and short CVs of key personnel. Additional information related to site specifications and previous studies is available upon request. The bid must include coordination with the licensed designer and RIDEM for approvals and inspections, conform to town and RIDEM regulations, and include general liability insurance. The winning bidder must comply with all state, local, and federal laws, codes, and regulations. The initial contract price must be as stated on the bid cost sheet and accepted by the town council. The bid does not include taxes. The winning bidder must commence work in accordance with an agreed-upon schedule and notify the town prior to implementing any work. The winning bidder must comply with all local, state, and federal laws, codes, and regulations, and secure all necessary permits and licenses. This project is subject to all safety and health regulations and all labor and wage laws. Certified payrolls must be submitted to the town before payment is made. Prior to the start of work, the winning bidder must provide the town with a certificate of insurance listing the town of Charlestown as an additional insured. If the service offered differs from the provisions contained in this specification, such differences must be explained in detail on sheets attached to the proposal. Payment will be rendered upon receipt of invoice and will be payable within 30 days upon receipt of the finished product. The winning bidder must have a minimum of 5 years of experience on similar projects. Bidders must satisfy themselves, by personal examination of the location of the proposed work, and by such other means as they may prefer as to the actual conditions and requirements of the work, and inform themselves fully of the conditions relating to construction and labor under which the work will be or is now being performed, and this contractor must employ, so far as possible, such methods and means in the carrying out of its work as will not cause any interruption or interference with any other contractor and a minimum of inconvenience and injury to other persons and property.
