The facility must have adequate lighting for operations during hours of darkness. The contractor must ensure personnel are trained by job classification. The contractor must submit the reviewed plans to the contracting officer for review and acceptance within 60 days of contract award. The contractor must submit the CCP to the COR/QAR for review and comment within 30 days of award. The contractor must submit the QCP to the COR/QAR prior to the first receipt of government-owned product or within 30 days after contract award, whichever occurs first. The contractor must follow best commercial practices. The contractor must comply with CAC procedures, including obtaining, controlling, and turning in government-issued CACs. The contractor must submit a monthly report of employees with CACs and verification of their continued need for a CAC. Failure to comply with these requirements may result in immediate work stoppage, disapproval of invoices, delay of payment, or withholding of final payment.

The supplier shall design, fabricate, and deliver a liquid nitrogen bulk delivery system, including a skid-mounted storage tank, vaporization equipment, pressure-reducing phase separator, vacuum-insulated piping, and other components. The system must meet ASME BPVC Section VIII, Div. 1 requirements. The seller shall submit a packaging and shipping plan for approval before shipment. All submittals are to be provided to the TPO and procurement officer prior to shipment via email. All documentation shall be submitted in English, and in electronic format, where feasible, in searchable Adobe Portable Document Format (PDF) in addition to any other formats typically provided by the seller. A high-level schedule must be provided to the TPO within 30 days of award. Deviation requests may be submitted to the TPO and procurement officer, identifying affected items, a description of the deviation, and justification. The request should identify cost and schedule impacts for each deviation. The TPO will evaluate the request and make recommendations to the procurement officer, who will communicate acceptance, rejection, or partial acceptance to the seller. The seller is responsible for cleaning tank and piping systems, capping all piping connections, sealing, securing, and shipping the assembly. Special attention shall be made to protect the assembly from contamination, shock and impact damage. The outside of the package shall be plainly and permanently labeled with at least the following information: package identification number, seller identification and address, procurement officers contract number, the company's shipping address, attention: TPO or equivalent. The seller shall notify the TPO of the shipping date not less than 15 business days before shipment. Detailed engineering drawings, bill of materials (BOMs), piping isometric drawings, piping and instrumentation diagrams (P&IDs), 3D models, vendor manuals, qualification documents related to storage tank certification and vacuum-insulated piping systems, and weld inspection reports are required.

This solicitation is for dockside repairs of the USCG Waesche WMSL 751. A complete list of work items is included in Attachment 1. Offerors must be registered in SAM (System for Award Management). Proposals are due by 10:00 AM PST on July 7, 2025. A site visit/ship check is required by June 28, 2025 by 12:00 PM PST. The contract will be awarded on a firm fixed price basis. The solicitation is a 100% small business set-aside. All required documents, including the Schedule of Prices, contract clauses, and offeror representations and certifications, must be submitted with the proposal. Proposals must not exceed 10MB per email.
