This bid notice is for the replacement of heating oil tanks at the Millwood Water Treatment Plant. The project involves the installation of a new 9,600-gallon aboveground storage tank (AST) and the closure in place of two existing 10,000-gallon underground storage tanks (USTs). The work in the field shall proceed on or after July 9, 2026. Phase I tank installation is due by December 11, 2026, Phase II fuel switchover and UST removal by May 28, 2027, and final completion by June 18, 2027.
Partial payments will be made on account of the contract in accordance with the contract documents. Final payment will be made upon satisfactory completion and acceptance of all work, subject to retainage and any deductions for liquidated damages or other charges.
The contractor guarantees all work constructed or performed against defects in material or workmanship for a period of two years from the date of the final certificate for payment. The warranty for the tanks themselves is 30 years.
The contract will be awarded to the lowest responsible bidder for the base bid or the base bid plus alternatives, based on qualifications, experience, organization, finances, and past performance.
Each bidder shall be skilled and regularly engaged in the class of work bid upon and must show that they have performed work of a similar character. Bidders must be prepared to submit written evidence of qualifications within five days of request, including a minimum of five previous projects involving similar work.
Liquidated damages for delay in completion are **** per calendar day. Penalties may also apply for discrimination against employees.
There will be a mandatory prebid meeting on Thursday, May 28, 2026, at 9:00 AM at the Millwood Water Treatment Plant, 4 Station Place, Barnes Lane, Millwood, New York, **** are required to attend.
The contractor shall submit all samples, materials, certified test reports, materials certificates, certificates of compliance, and affidavits as called for in the contract documents or required by the consulting engineer. Samples must be properly identified and transportation charges prepaid.
Requests for interpretation of bidding documents must be received at least seven calendar days prior to the date fixed for the opening of bids.
Fraudulent statements shall cause rejection of bids and forfeiture of bid security. Bidders may be disqualified if they refuse to testify before a grand jury concerning transactions with the state or political subdivisions, or refuse to sign a waiver of immunity.
