Sealed bids are invited for the Local Highway Safety Improvement Program (HSIP) Citywide Traffic Signal Communication System Upgrades Project. The scope includes supplying equipment such as ethernet switches, cellular modems, network PDUs, network cables, and cellular antennas, along with associated documentation. Bids are due by 2 PM PST on August 13, 2026. The contract duration is two years with potential for two one-year extensions. A faithful performance bond and labor and material bond are required. The city reserves the right to reject any bid, waive irregularities, and award to other than the lowest bidder.

Contractors must possess a valid State of California contractors license (Class A for this project) and a City of Escondido business license. The prime contractor must demonstrate that 51% of the scheduled work will be completed using their own employees. The license shall be current and valid at the time the contract is awarded to the contractor and remain in effect throughout the duration of the project. The contractor shall possess a class a contractors license for this project.
Liquidated damages will apply if the project is delayed, at a rate of $1,000 per day. If the project is delayed one calendar day or more, the rate shall be $1,000 per day.
Bidders are required to visit the site and examine the conditions at their own expense. Before submitting a proposal, bidders shall examine the drawings, read the specifications, the form of contract, and other project documents. They shall visit the site of the proposed work, examine the building, or buildings, streets, if any, and any work that may have been done thereon.
Bid protests must be filed within four working days of bid opening. Bidders must file bid protests within four working days of bid opening, prior to close of business on the fourth day.
Bids may be rejected if they do not follow exact procedures, if more than one bid is submitted by the same entity, or if collusion is suspected. Failure to comply with instructions may result in rejection. The city reserves the right to reject any bid that does not follow the exact procedures provided in this notice.
