The City of Janesville is seeking proposals for bus advertising sales services. The selected contractor will be responsible for selling advertisements on the exterior and interior of the city's buses and remitting a portion of the generated revenue to the city. Key responsibilities include setting advertising rates, executing ad contracts, managing monthly payments, reporting, and handling the design, creation, installation, maintenance, and removal of bus ad signs. The contractor will be required to pay the city the amount agreed upon, which can be a guaranteed minimum monthly payment, a percentage of gross monthly receipts, or a combination of both. Payments must be made by the 30th of the month following the month of which the guarantee is based.
Proposals will be evaluated based on revenue (50%), experience of the firm and assigned sales representative (30%), and management methodologies (20%).
Proposals must include detailed experience and knowledge of the transit bus advertising business, a brief history of the company, its ownership structure and legal status, and the name of the chief executive officer. Resumes for key personnel, financial data, and management methodologies are also required.
The document mentions that failure by the contractor to carry out DBE requirements is a material breach of contract, which may result in termination, withholding monthly progress payments, assessing sanctions, liquidated damages, and/or disqualifying the contractor from future bidding as nonresponsible.
An optional in-person site visit is scheduled for April 7, 2026, at 10:00 AM at the Transit Services Center, 101 Black Bridge Road, Janesville, WI. No questions will be taken at this visit, and attendance is not required.
Protests regarding solicitation documents must be received no later than ten (10) working days prior to the date established for opening bids or receipt of proposals, or five (5) working days after the date of issuance of an amendment, whichever is later. Protests regarding proposal evaluation or contract award must be received no later than five (5) calendar days after the date notification is publicly posted or sent to the bidder or proposer.
