The contract will be awarded to the respondent deemed responsive and responsible who offers the best combination of attributes based on the evaluation criteria, which include qualifications, experience, technical approach, and cost.
Respondents must meet general qualifications and experience requirements, including providing details about their business, years in business, experience with state governments, number of employees, client base, and financial documents. They must also address mandatory requirements such as providing a statement of certifications and assurances and confirming their ability to comply with IT security requirements.
