Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices should be submitted to the address shown in item 24.
Proposals will be evaluated using a best value tradeoff process, considering factors such as relevant past performance, construction experience, qualifications of proposed staffing, safety plan, quality management program, technical experience of the mechanical subcontractor, and price. Factors 1-6 are of equal importance and significantly more important than price.
Contractors must be certified in SBA VetCert and registered in SAM. gov. Specific qualifications are required for key personnel (Project Manager, QC Manager, Safety Officer, Site Superintendent/Foreman/Lead Mechanic) and the mechanical subcontractor.
A site visit is mandatory and will be held on Wednesday, July 22, 2026, at 10:00 AM CDT at the Kansas City VA Medical Center.
