The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical: capability of the brand name or equivalent items offered that shall meet or exceed all specified government requirements as provided in the saliant characteristics. Interested parties must be registered on SAM. gov and provide a capability statement including company name, contact information, UEI number, business size and type, capability narrative, and relevant past performance information. Proposals are due by 2:00 PM CDT on August 27, 2026.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices should be submitted to the address shown in item 24.

Proposals will be evaluated using a best value tradeoff process, considering factors such as relevant past performance, construction experience, qualifications of proposed staffing, safety plan, quality management program, technical experience of the mechanical subcontractor, and price. Factors 1-6 are of equal importance and significantly more important than price.

Contractors must be certified in SBA VetCert and registered in SAM. gov. Specific qualifications are required for key personnel (Project Manager, QC Manager, Safety Officer, Site Superintendent/Foreman/Lead Mechanic) and the mechanical subcontractor.

A site visit is mandatory and will be held on Wednesday, July 22, 2026, at 10:00 AM CDT at the Kansas City VA Medical Center.

Failure to provide required documentation, including bid bonds and certifications, may result in disqualification. Non-compliance with subcontracting limitations or failure to affirm being within guidelines can lead to a determination of non-responsibility or non-responsiveness.

The estimated construction magnitude for this project is $5,000,**** to $10,000,****.

Responses to this IFB must be received by July 22, 2026, 10:30 AM CT.

Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and detail the work completed.

The award will be made to the bidder who provides the best value to the state of Texas, considering meeting or exceeding requirements, ability to meet performance delivery, and price.

Bidders must have at least five years of relevant experience. Personnel assigned to perform services must be fully trained and have at least five years of relevant experience. The contractor must have a DDS degree.

Failure to comply with sole point of contact requirements, including discussions about cost information, may result in disqualification. Including assumptions in a response could also lead to disqualification.
