Proposals will be evaluated based on technical criteria including experience, technical approach, staffing qualifications, capacity, facilities, resources, and understanding of project requirements, as well as the price proposal.

Respondents must be qualified veterinary service providers with a valid Louisiana veterinary license, DEA registration, and licensed veterinary technicians. Board-certified veterinarians are preferred.

Payment will be made by code. Invoices are to be submitted to the address shown in block 18a unless otherwise specified. Payment requests and receiving reports are processed electronically via Wide Area Workflow (WAWF).

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and technical capability considered.

Quoters shall be actively registered in the SAM database and must be listed on the Headquarters Marine Corps Health Service TMO approved vendor list by the quote submission deadline.

Interested parties may request an independent review of an agency-level protest at a level above the contracting officer.

Failure to provide required information may render the quote nonresponsive. Incomplete quotations or quotations that fail to comply with the solicitation requirements may be determined ineligible for award.

Proposals will be evaluated based on individual relevant credentials, jail operations experience, availability and coverage reliability, hourly rate or flat fee, court/legal time, overhead and insurance, jail references, personal references, and temperament.

Minimum qualifications include an active, unrestricted NYS license to practice medicine (MD or DO), active federal DEA registration, successful completion of a criminal background check, and professional liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 in annual aggregate. At least five years of professional correctional healthcare experience is required.

Proposals may be rejected for failure to comply with prequalification regulations, default under previous contracts, unsatisfactory work on previous contracts, inability to demonstrate necessary ability to commence and complete work, or if information submitted fails to satisfy the county that the proposer is properly qualified.
