Wood Chipper Government Bids & RFPs

Proposals must be received before the proposal closing on Wednesday, June 3, 2026, at 2:00 PM.

Payment terms are pursuant to the Texas Prompt Payment Act unless otherwise specified by the City. Upon receipt of a properly executed invoice from the vendor, payment will be processed for items or services delivered.

The RFP shall be awarded to the best quoted proposal, evaluated on price (30 points), responsiveness (25 points), qualifications and experience (25 points), proposers past relationship with the City of Mesquite or other municipalities (15 points), and attendance of pre-proposal meeting (5 points).

The City will evaluate proposals based on demonstrated competence and qualifications, including past performance record, competency, and failure to pay or satisfactorily settle all bills due for labor and material on former contracts.

The City of Mesquite reserves the right to terminate the contract immediately in the event the successful proposer fails to meet delivery or completion schedules, otherwise perform in accordance with the accepted proposal, or commits a breach of contract or default. This authorizes the City to award to another proposer, purchase elsewhere, and charge the full increase in cost to the defaulting proposer.

A pre-proposal meeting/site visit will be held on Tuesday, May 26, 2026, at 10:00 AM, located at **** Lawson Rd. Mesquite, TX 75181. Although it is not required, prospective proposers are encouraged to attend this meeting.

Failure to complete all requirements in a timely manner, prior to award, may be used by the City in determining a proposer's responsibility. Failure to complete and provide any of the proposal requirements may result in the respondent's proposal being deemed nonresponsive and therefore disqualified from consideration. Any contact or attempt to contact any other employee of the City regarding this RFP may result in the immediate disqualification of the proposer.

The RFP responses are due by June 9, 2026, 4:30 PM EST.

Payment terms are net 30 days from the date the State receives an error-free invoice with all necessary and complete supporting documentation.

The manufacturer shall include with its proposal a written warranty for each product that it intends to furnish, based on commercial use, and extending for a minimum term of one year from the date a product is available for use by the purchaser.

Awards will be made under the provisions of 29 V. S. A. 903. All other considerations being equal, preference will be given to resident bidders of the state and/or products raised or manufactured in the state, purchase of goods, products, or materials produced in the United States, and bidders who have practices that promote clean energy and address climate change.

To be awarded a contract by the State of Vermont, a bidder must be registered with the Vermont Secretary of State's office and obtain a contractor's business account number issued by the Vermont Department of Taxes.

The Commissioner reserves the right to request from the bidder/contractor a representative sample of the product offered at any time prior to or after award of a contract.

Actual or attempted contact with any individual from the State other than the State contact concerning this solicitation is strictly prohibited and may result in disqualification.
