Small Business Innovation Research ( SBIR) Program Fiscal Year 2026 Phase I Solicitation Phase I research and development ( RRD) proposals on advanced, innovative concepts with relevance to some aspect of the national transportation system or the ability of an operating administration of the U. S. DOT to perform its mission. Proposals should be confined to scientific or engineering research, which may be carried out through construction and evaluation. Phase I RRD proposals should demonstrate a sound approach to the investigation of a high priority transportation related scientific or engineering problem under one of the research topics listed in section 9 of this solicitation.
