The contractor shall provide an estimated schedule indicating equipment procurement, installation, programming, startup, and final commissioning. The quotation deadline is July 28, 2026, at 4:00 PM.

All equipment shall carry a minimum one 1 year manufacturers warranty. The contractor shall warrant workmanship for a minimum of one 1 year following final acceptance.

Award shall be made to the vendor whose quotation is determined to be the most advantageous to the city, price and other factors considered, including: compliance with specifications, experience, product quality, warranty, delivery schedule, and total cost.

The contractor shall have demonstrated experience installing industrial cellular telemetry systems, experience with municipal water or wastewater SCADA systems, employ qualified technicians, and be licensed to perform work within the state of New Jersey, where applicable. Must have public works contractor registration.

Delivery is expected within 180 calendar days from the date of award to the specified destination.

Payment will be made by Wide Area Workflow (WAWF) system. Invoices should be marked as final only when all items of each CLIN are delivered/received, unless partial shipment is authorized.

The contractor shall extend the full coverage of any standard commercial warranty normally offered in a similar commercial sale at no additional cost to the government. The warranty period is to be inserted by the offeror.

Award will be made on a lowest price technically acceptable basis.

Offerors must be registered in the System for Award Management (SAM) and provide documentation from the original equipment manufacturer (OEM) confirming they are an authorized reseller or distributor of the brand name items quoted.

Quotations submitted without OEM authorization documentation may not be considered for award. Quotations that take exception to the terms and conditions of this solicitation may be rejected.

Unless otherwise specified in the bid specifications, delivery shall be made within thirty calendar days after receipt of a purchase order by the contractor.

The contractor shall not process a transaction for payment through the credit card clearinghouse until the purchased products have been shipped or services performed.

The commissioner reserves the right to investigate or inspect at any time whether or not the product, qualifications or facilities offered by the bidder meet the requirements set forth in the bid documents.

The commissioner reserves the right to request from the bidder/contractor representative samples of the product offered at any time prior to or after award of a contract.

Bidder may be disqualified from receiving awards if bidder, or anyone in bidder's employment, has previously failed to perform satisfactorily in connection with public bidding or contracts.
