Midland County is seeking proposals for sole alcohol service provider at the Midland County Horseshoe Event Center. Proposals are due August 19, 2026, at 10:00 AM. A pre-proposal conference is scheduled for July 29, 2026. Vendors must submit an original, three copies, and an electronic copy on USB. Late proposals will be rejected. The contract will be for two years with potential for five annual renewals. The county reserves the right to reject any or all proposals and negotiate with vendors. Key evaluation factors include company experience, inventory levels, percentage of gross annual sales to be paid to the county, and proposal completeness. Vendors must be licensed and experienced in alcohol sales and service.

The awarded vendor will pay the county commissions on all revenues received for alcohol sales and services. Payments are due on or before the 15th day of each succeeding calendar month. The county will award to the respondent that submits a bid which represents the best value to the county, based on company experience (35%), inventory levels (15%), percentage of gross annual sales to be paid (35%), and overall completeness of proposal (15%). Vendors must provide evidence of management experience for a minimum of three years in providing alcohol sales services and have the capacity to acquire all required permits, including a TABC liquor license.
