Proposals will be evaluated based on experience and reputation, knowledge of the subject matter, availability, qualifications and experience of personnel, and the quality of the proposal.

Responders must demonstrate qualifications and experience to perform the required assignments, including the firm's staff and references.

Failure to follow instructions, submit required documentation, or comply with New Jersey business registration requirements may result in rejection of the submission.

The cost of services for pre-authorized portions of the project shall not exceed $10,****.

Invoices will be paid as soon as the commission can reasonably process them in the normal course of business, barring any system failures or staffing shortages. Invoices are submitted monthly after completion of services, including progress reports and breakdown of hours and charges.

Proposals will be evaluated based on what is most advantageous to the commission, considering experience, reputation, knowledge, availability, qualifications, and other factors in the best interest of the commission. Specific weighted criteria include: overall background, qualifications, skills, and experience (30%); specialized relevant experience (40%); prior experience with the firm and familiarity with PVWC (5%); quality of the proposal and proper completion of forms (15%); and other factors (10%).

Responders must demonstrate experience and reputation in the field, knowledge of the subject matter, availability of personnel and resources, and qualifications and experience of their staff. Documentation of these aspects is required in the proposal.

Failure to follow instructions, modify standardized forms, or submit required documentation (e. g. , conflict of interest certification, noncollusion affidavit, disclosure of ownership statement, insurance requirements acknowledgement, equal employment opportunity acknowledgement, business registration certificate) may result in the submission being deemed unresponsive and subject to rejection.

Failure to comply with requirements, such as the affirmative action compliance notice, may result in the proposal being rejected as nonresponsive. The commission also reserves the right to reject any or all submissions for any reason.
