The period of performance for this work is sixty (60) calendar days from issuance of a notice to proceed (NTP) and is non-negotiable.

The magnitude of construction for this project is between $25,000 and $100,000.

Bids are due by 2:00 PM ET on Thursday, June 18, 2026.

The city's standard payment terms are Net 30. Electronic payments will be issued.

The contractor guarantees that the items conform to the design and specifications and will be free from defects in materials and workmanship for a minimum of one year after initial delivery.

Award will be made to the lowest responsive and responsible bidder complying with all provisions of the invitation for bid, provided the price is reasonable and in the best interest of the city.

Bidders must provide written evidence of five years of prior experience with the scope of work. The city reserves the right to require additional information to determine bidder responsibility.

The city has the right to deduct billable payment for no response ticket notices monthly. Failure to comply with contract terms may result in termination for default.

A virtual pre-bid meeting will be held on Tuesday, June 2, 2026. Individuals interested in viewing the vicinity of the work are encouraged to do so independently.

Samples of items, if requested, shall be furnished without charge, upon request within ten days. Failure to provide samples may be cause to consider the bid as nonresponsive.

Failure to submit required forms, sign addenda, or communicate with unauthorized personnel may result in disqualification.

The contract term is a three-year master price agreement from July 1, 2026, to June 30, 2029, with the possibility of two additional one-year extensions.

Standard payment terms are net30. Invoices must be submitted within 30 days of service performed and must not exceed the purchase order without written authorization.

The successful bidder shall provide a two 2 year warranty/guarantee on all parts and labor.

The town/school reserves the right to accept and award the bid to the lowest evaluated bid deemed most favorable to the interest of the town/school.

The successful bidder must have a state of RI irrigation license or state of RI master plumber license. All installers must be licensed installers and all technicians licensed technicians. Company size should be a minimum of 8 employees with a minimum of 4 service technicians.

Repetitive failure to initiate service within the allotted response time will be grounds for cancellation of the contract. Failure to meet quality standards will be grounds for termination of contract.

Bidders must be able to submit samples if requested.

Questions regarding this solicitation must be emailed and received by the purchasing agent no later than 12:00 p. m. on June 10, 2026.

A bid submitted on other than the attached bid breakdown form may be rejected. Failure to comply with any requirement of the Instructions to Bidders may result in the determination of a nonresponsive bid proposal and/or the rejection of the bid proposal.

Bids must be received prior to 3:00 PM on June 9, 2026.

The contract shall be awarded to the person or business with the lowest, most responsive, and responsible bid.

Bidders may be required to submit a statement of qualification and/or provide satisfactory evidence that they have been regularly engaged in the business and are reasonably familiar therewith, and that they are fully prepared with the necessary capital, materials, and machinery to complete the work or to furnish the materials contracted for to the satisfaction of the city.

Any proposal submitted that does not meet the all or none requirement may be disqualified. Bids must be submitted on printed forms furnished by the city purchasing officer, or the bid may be disqualified. Facsimiles or copies of the bid bond will not be accepted, and your bid will be disqualified if submitted in that manner.
