Applicants should have significant managerial experience and technical knowledge in several of the various phases of infrastructure finance and P3 development and implementation. The successful candidate should have project experience in one or more of the following sectors: energy generation and transmission facilities, renewable energy, water projects, toll roads, airports, seaports, light rail projects, railroads, or other essential infrastructure sectors. Both P3 and project finance experience is desirable. Prior overseas work experience in challenging environments is highly desirable. Spanish fluency is required for most posts in Latin America, and Portuguese and French fluency is highly desirable for lusophone and francophone countries, respectively. Other foreign language capabilities may also be useful. English speaking assignments may be available in some countries. Candidates should have strong communication and public presentation skills. Candidates must have the ability to work independently and gain the confidence of host government officials and counsel them about policy choices and their consequences. Advisors should be capable of assisting government officials in assessing the optimal project delivery format for their projects with an emphasis on mobilization of private capital. Advisors are expected to assist countries build a lasting legal and institutional framework that will support the development of financially viable infrastructure projects. Candidates must be U. Proposals must be received electronically through BidNet Direct no later than July 28, 2026, at 11:00 a. m. legal prevailing time.

The vendor will advance all postage costs upfront and submit a single consolidated invoice at the end of each calendar month, including passthrough postage costs and a service fee.

The successful offeror must assume full responsibility for providing warranty service on all goods, materials, or equipment provided to the county with warranty coverage.

Proposals will be evaluated using a 100-point scale with the following weights: Project Plan/Approach (30), Qualifications of Key Personnel (10), Relevant Project Experience/Past Performance (20), Availability of Key Personnel (8), Local Preference (5), Service Disabled Veterans Preference (2), and Cost Proposal (25).

Proposers must demonstrate knowledge, skills, and abilities to provide the requested services, including financial responsibility, business history, and compliance with Georgia security and immigration laws.

In case of default by the successful offeror, Fulton County may procure the articles or services from another source and hold the successful vendor responsible for any resultant excess cost.

Protests must be submitted in writing to the purchasing agent. Protests arising from bases known prior to submission must be within three business days of submission. Protests arising from bases known after submission must be within ten business days after the protestor knew or should have known, but no more than ten business days after award.

Submitting more than one proposal as the primary proposer or member of a joint venture for the same work, violating the no-contact policy, or failing to comply with proposal submission requirements can lead to disqualification.

Proposals will be accepted until 2:00 p. m. on Tuesday, July 21, 2026.

The successful contractor shall furnish a performance bond in the amount of 115% of the contract amount, and a payment bond in the amount of 100% of the contract amount.

The successful contractor shall also furnish a maintenance bond in the amount of 100% of the contract amount covering defects of material and workmanship for two calendar years following the town's approval and acceptance of the construction.

A preproposal meeting will be held online for this project at 10:00 a. m. , Monday, July 6, 2026. Attendance is optional.

The deadline for receipt of questions and requests for clarifications is 12:00 p. m. on Thursday, July 9, 2026.

Any proposals received after this time will not be accepted and will be returned unopened.

The engineers estimate is $4,285,908.

Parts must be furnished as requested, within 48 hours notice, between 7:00 am and 3:00 pm Monday through Friday.

Proposals will be evaluated on cost, serviceability, financial stability, and adherence to all requirements.

The successful bidder must have a proven track record of responding in a timely manner.

Failure to use the specified bid form or failure to bid on all items may result in disqualification.
