The contractor shall provide a minimum two 2 year warranty covering defects in workmanship, materials, equipment, and installation. The contractor shall be responsible for correcting any defects discovered during the warranty period at no additional cost to the government.

A site visit will be held at building 441a on Spangdahlem Air Base, Germany on 22 July 2026 at 10:00 am. if you will be attending, please meet at the visitor center at 9:20 am to be signed on to the installation.

The county will pay invoiced amounts within thirty-one (31) calendar days of the invoice date. For fixed fee services, invoices will be sent upon completion of specified deliverables as per the acceptance procedure. A 10% retainage will be held for fixed fee services and an additional 10% for final system acceptance.

The respondent shall provide a warranty for the proposed system. Specific details on the warranty period and coverage are expected within the proposal.

Proposals will be rated based on weighted criteria including Executive Summary, Functional Approach, Technical Approach, Management Approach, and Pricing.

Vendors must be qualified and experienced in inmate video visitation services for correctional facilities of similar size. For VVS, vendors must be licensed in the state of Texas.

The respondent shall visit the site, verify all existing conditions shown on plans, or identified in the specifications, and be familiar with the working conditions, hazards, and local requirements involved.

Failure to meet the stated requirements may be cause for rejection of the proposal at the county's discretion.

Response submission deadline is August 13, 2026, 12:00 PM.

Phase one will consist of submission and evaluation of qualifications, staffing, experience, availability, financial information, and initial project approach from interested proposers.

Mandatory site visits are part of phase two.
