This is a Request for Quote (RFQ) for kitchen equipment procurement for FY25 QFOD program. The RFQ details various types of commercial-grade kitchen equipment, including freezers, refrigerators, ice machines, coffee makers, ovens, and food warmers, with specific specifications, quantities, and power requirements. Vendors must provide a proposed delivery schedule, unit prices, total prices, manufacturer and model numbers, warranty information, and shipping costs. All equipment must be new, include manuals, and have required certifications (NSF, CE, NSI, UL, etc. ). The government intends to award a base contract (CLIN ****) for repair or alteration of hospitals and infirmaries, with the possibility of an alternative bid (CLIN ****). The scope of work includes general construction, electrical, and plumbing tasks, involving the installation of block valves, a temporary control room trailer, driveway repairs, and the replacement of a steam header. A temporary boiler is also part of the project, to be commissioned by April 15, 2026. A deduct alternate (CLIN ****) is offered for additional months of temporary boiler operation after completion of the stub-out and boiler plant work. Bidders must specify the price for each item and the deduct alternate.

This amendment adds a section to the statement of work for the maintenance, repair, and rebuilding of plumbing, heating, and waste disposal equipment. The scope of work includes semi-annual calibrations, combustion testing, safety device testing, and annual internal and external inspections of boilers located in different buildings. The contractor must provide all labor, tools, testing equipment, and supplies. Specific equipment and procedures are detailed in the attached VHA boiler and associated plant safety device testing manual. Additional work beyond the scope requires contracting officer approval. The contractor must have a laptop computer and required software to plug into and back up all settings in the PCIII controls and provide a back up flash drive to the plant supervisor. The contractor will not be accessing any sensitive VA information systems, these are boiler controls only. The contractor will provide calibration reports, a list of line items requiring parts replacement, and the costs for repairs. Internal inspections will be performed once a year, one boiler at a time, starting in early spring. External inspections under pressure will be performed in early fall. The inspector must be a commissioned National Board certified inspector, and the inspections will comply with the National Board inspection code ASME code. The contractor is responsible for providing all required inspections and certification documents, along with color pictures of the internals and externals of the boilers. All inspections will be scheduled through the boiler plant supervisor. The contractor will open the boilers water and firesides for two low-pressure boilers. The contractor will prepare the boiler and its auxiliary devices for an internal inspection by a contractor-supplied ASME board-certified inspector. Upon completion of the inspection, if any repairs are required, a written quote will be provided to the facility. No repairs will be made unless approved separately by the contracting officer. Once the boiler is inspected and/or repaired, the contractor will put the boiler back together, fill with water, fire up the unit, and perform an operational and combustion test on oil and gas, making any adjustments needed for proper operation. The contractor will be responsible for any gaskets and seals that may be required to put the boiler back together after inspection. The contractor will provide a service report and all combustion printouts to the contracting officer's representative (COR) upon completion of work. The contractor will sign in/out at the main boiler plant and will be escorted to the work site.
