This is a construction services procurement to renovate and expand chilled water infrastructure in Building 1. The project includes replacing piping, pumps, and fan coils, and consolidating risers. A pre-proposal site visit is mandatory. Proposals are due July 14, 2026. The estimated magnitude is between $20,000,**** and $50,000,****. This acquisition is 100% set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). A price and technical proposal are required. Performance and payment bonds are required.
The closing date remains July 29, 2026, at 11:00 am Pacific Time. Proposals are due July 14, 2026, at 10:00 am Pacific Time.
Payment will be made by the Department of Veterans Affairs Financial Services Center.
Contractor shall provide a minimum one (1) year warranty, unless specified otherwise in the specs, from both the manufacturer and installer including parts and labor.
This acquisition is a competitively negotiated best value tradeoff selection process.

Contractors must be registered in SAM. gov. Offerors shall have no more than three serious, or one repeat, or one willful OSHA or EPA violations in the past 3 years and have an EMR of equal to or less than 1. 0.
False alarms caused by the contractor will be paid by the contractor. If the successful bidder fails to execute all contractual documents or furnish executed bonds within 10 days after receipt of the forms, the contracting officer may terminate the contract for default.
An organized site visit is scheduled for Tuesday, June 9, 2026, at 09:30 am Pacific Time. Participants are to meet at the Engineering Building parking lot E facing Harvard Avenue. A site visit is required prior to bidding.
All requests for information (RFIs) regarding this RFP shall be submitted in writing and received no later than Tuesday, June 30, 2026, at 10:00 am Pacific Time.
Failure to furnish a complete offer with the instructions of this solicitation by the required time and date may result in the offeror's proposal being determined ineligible for award. Failure to affirm being within the guidelines for safety and EMR or submit this information may result in a determination of non-responsibility and make the offer ineligible for award.
