The lease is a fully serviced lease with rent covering all lessor costs, including operating costs, real estate taxes, and insurance.

The lease will be awarded to the offeror whose proposal is most advantageous to the government, considering a combination of technical factors and price, which are approximately equal in importance.

Offerors must verify that the building, offered space, and areas serving the offered space meet lease accessibility requirements, or include improvements to bring them into compliance. Similarly, buildings must meet fire protection and life safety requirements, or include improvements.

Demolition or destruction of a historic property by an offeror in anticipation of a lease award may disqualify the offeror. The government may also reject offers with inadequate documentation, unmitigable adverse environmental impacts, or extensive NEPA analysis requirements.

Bid responses must be submitted through arbuy by July 7th, 2026, at 10:00 a. m. , Central Time. Bid responses for this invitation for bid must be submitted through arbuy, the states eprocurement system, by the bid response due date and time.

All payments will be made via ACH direct deposit. The contractor must provide necessary banking information. All payments to the contractor under a resulting contract shall be made exclusively through ach automated clearing house direct deposit.

Award is expected to be made to the responsive and responsible prospective contractor determined to have submitted the lowest bid that meets the requirements and criteria. The prospective contractor shall have a dedicated agent with at least five years of experience and three years in drafting/reviewing manuscript policies. They must be knowledgeable of insurance coverage and licensed to do business in Arkansas with an AM Best rating of A, FSC XII or better.

A pre-proposal assessment of the existing coaxial infrastructure is required. The government will host a site visit prior to the submission of proposals.
