Requirements include 24- hour unrestricted access, availability of communications infrastructure ( DSL, T1, satellite dish), direct access to a secondary exterior exit door or installation of one prior to occupancy, and 24- hour lighted parking for 2 government vehicles and adequate parking for privately owned vehicles.
