The Texas Commission on Environmental Quality (TCEQ) is implementing the Inflation Reduction Act (IRA) Methane Emission Reduction Program (MERP) grant funds through the Texas Voluntary Marginal Conventional Well Plugging Program (TXMCW). This program funds projects to reduce methane emissions by plugging and abandoning marginal conventional oil and gas wells. The project period ends no later than September 3, **** must include detailed outlines of proposed methane measurement methods, including specific instrument information for both qualitative and quantitative measurements. Daily zero and span checks are required for qualitative detection equipment per 40 CFR Part 60, Appendix A7, Method 21. OGI camera regulations require daily instrument verification per 40 CFR Part 60, Appendix K. All personnel performing methane measurements must have required safety training, specific equipment training, and sufficient field experience. Records must be retained for the duration of the contract and provided to TCEQ upon request. Pre-plugging methane measurement reports must be submitted via TCEQ Send. Supporting evidence, such as OGI camera stills or video, must be attached. Qualitative and quantitative monitoring plans, calibration certificates, and project information are also required. Meteorological data and background readings must be recorded. Site data and description of the well site at the time of the pre-plugging survey are required. Leak detection results and quantification methods must be detailed. All measurements must utilize the same quantification methodology for both pre-plugging and post-plugging measurements at the same well site and have traceable calibration. Emission rates must be reported at standard conditions of 20°C and 760 mm Hg. Pressure should be reported as absolute pressure. Intrinsically safe equipment is required for quantitative measurements. Same-day replicate precision measurements are required for quality assurance.
The methane measurement subcontracting entity ensures that all personnel performing methane measurements have all required safety training necessary to gain access to a site, a minimum of 20 hours of training specific to the equipment, and sufficient field experience such as measurements meet the data quality objectives of the methodological approaches. All personnel performing methane measurements meet training and qualification requirements outlined in the qualitative equipment and quantitative equipment standard operating procedures, txmcw methane measurement plan, and doe netl methane measurement guidelines.
