Early Intervention Services Contra Costa Behavioral Health/Mental Health Plan ( CCBH/BHP) is soliciting proposals from qualified community- based organizations to provide Early Intervention ( EI) services for community identified special populations. CCBH& rsquo; s EI Program aim to prevent mental illness and substance use disorders from becoming severe and disabling, and to reduce disparities in behavioral health outcomes.

The county may enter into discussion with a selected proposer for any reason deemed necessary, including situations where only a portion of the proposal is recommended for award or when the proposed budget is determined to be unreasonable or inappropriate. Failure to satisfactorily resolve the issues identified by the county will preclude an award to the proposer.
Contractors must demonstrate the organizational, administrative, fiscal, and operational capacity necessary to successfully implement a program. Qualified applicants must be able to show an existing place of business suitable for service delivery, or a clear and feasible plan to establish operations within Contra Costa County prior to contract execution. They must also have sufficient administrative infrastructure and financial stability to operate as a going concern, manage county-funded behavioral health services, and comply with all reporting and documentation requirements. The ability to provide culturally and linguistically competent services in alignment with the national Clas standards is also required.

The protest policy states that any applicant or proposer who is aggrieved in connection with the solicitation or award of a contract may protest to the county. The protest shall be submitted in writing to CCBHS Director, **** Arnold Drive, Suite 200, Martinez, CA **** or electronically to ***@***. *. * no later than 5 p. m. on the 5th business day after award notification.
Proposers that fail to meet minimum requirements will be deemed nonresponsive and disqualified from further consideration. These minimum requirements include maintaining state and federal recognition as a formal entity (e. g. , EIN, California Secretary of State registration), not being debarred or suspended by the state of California or the federal government, and maintaining a bank account with records available for review upon request.
The estimated funding for the county's EI program is $9. 1 million for fiscal year ****.
