Recovery Well Government Bids & RFPs

This is a sources sought announcement, not a request for proposal. The contract will be executed in three phases, with the contractor only having access to one phase at a time.

The Baltimore County, Maryland, Purchasing Division is seeking proposals for Wellness and Recovery Centers. Proposals must be submitted through the procurement portal by December 1, 2025, at 3:00 PM. The deadline for question submission is November 20, 2025, at 4:00 PM. Potential bidders are responsible for checking the procurement portal for amendments and other solicitation information.

The project involves the construction of an aquifer storage and recovery well with a minimum recovery capacity of 2,500 gallons per minute and related site improvements. The base bid schedule has a total contract time of 630 calendar days, while the alternate bid schedule is 120 calendar days. Written questions must be submitted to William Jow via email no later than ten calendar days before the bid opening.

The State of Hawaii Department of Health is seeking proposals for multiprogram environmental management support services. Proposals are due by November 17, 2025. The contract will be a time and materials contract. The initial period of the contracts will be for thirty 36 months. The contracts may be extended up to an additional two 2 years from the original contract termination date at the sole discretion of the state. The offeror must propose on at least 75 percent of the scope of services identified in section four: scope of services above. The offeror shall provide and be responsible for all personnel, services, equipment, and materials, in support of the services described herein. The main goals of the assistance are to provide support to routine program operations, surge capacity during routine and nonroutine needs, and to provide rapid response to environmental emergencies. The offeror must demonstrate the capacity and qualifications to provide these services either directly or through named team members i. e. , subcontractors identified in its proposal. The offeror must submit a compliant Hawaii Compliance Express (HCE) Certificate of Vendor Compliance (CVC) with their proposal. The evaluation process is designed to award a contracts to the offerors with the best combination of attributes based upon the evaluation criteria and as outlined in this rfp. The notice of award, if any, resulting from this solicitation will be posted on hands at https:hands. ehawaii. govhandsawards. Nonselected offerors may schedule a meeting with a representative of the ec to review their proposal after award notification. The written notification of awards does not serve as the states notice to proceed, which will be issued separately once all award documents and contract approvals have been finalized and executed. The awarded offerors shall meet state insurance requirements for general liability insurance limits no less than 1,000,000 per occurrence 2,000,000 in the aggregate, as well as automobile insurance no less than 1,000,000 per accident.
