Failure to observe the terms and conditions in completion of the proposal, failure to submit a required statement or to use the most current forms, or making exceptions to the terms of the standard state contract that give the responder a material advantage may result in disqualification. Each selected grantee may receive up to $1,000,000 per contract for the entire three-year term. state will select up to five 5 grantees to each receive up to 1, 000, 000 per contract for a contractsentire three 3 year term.

The period of performance includes a 12-month base period with up to four 4 12-month option periods. Annual training sessions are anticipated to occur notionally during the 3rd and 4th quarter per fiscal year (May-Sept). Monthly trainings will continue on a monthly schedule. The base period is from September 30, 2026, to September 29, 2027.

Payment will be made by the government. Invoices are to be submitted to the address shown in block 18a unless otherwise checked. Wide Area Workflow (WAWF) is used for electronic submission of payment requests and receiving reports.

The government intends to make an award to the responsive, responsible vendor that represents the best value to the government, by virtue of being the lowest price, technically acceptable quote. Quotes determined to have passed the technical capability requirements will then be evaluated for the lowest price.

The contractor shall demonstrate a minimum of fifteen years of senior-level experience in police and public safety psychology, crisis intervention, trauma recovery, officer wellness, threat and violence prevention, and mental and behavioral health support for law enforcement, public safety, and government personnel. A doctorate-level licensed psychologist with a Ph. D. in clinical psychology or counseling psychology is required.

Failure to comply with security requirements is grounds for contract termination. Falsification of required documentation may result in denial or revocation of access, removal of personnel, contract termination, and/or referral for criminal charges.

Failure to follow directions in the quote submission may cause quotes to be unacceptable and deemed nonresponsive. Quoters that fail to furnish required representation or technical information, or reject the terms and conditions of this solicitation, shall be excluded from consideration.
