The Brooklyn Navy Yard Development Corporation (BNYDC) is seeking proposals for Government Relations and Legislative Affairs Consulting Services. The scope of work includes engaging at local, state, and federal levels for government and legislative affairs, funding and strategic partnerships, community and stakeholder engagement, and messaging and communication coordination. Proposals are due by June 26, 2026. An optional virtual presubmission conference is scheduled for June 11, 2026. Questions are due by June 12, 2026, with responses provided by June 18, 2026. The contract is anticipated to be awarded around September 16, 2026, with work starting on or about September 17, 2026. BNYDC is a not-for-profit corporation that serves as the real estate developer and property manager of the Brooklyn Navy Yard. The selected firm will assist BNYDC in strengthening relationships with government officials, community stakeholders, and government agencies, and in securing funding opportunities. The selected firm must register as a lobbyist if required, but will not engage in activities that influence legislation on behalf of BNYDC. Deliverables include monthly activity recap reports and quarterly narrative reports. Proposals must include a cover letter, previous experience/qualifications, proposed project approach, and cost proposal. BNYDC is not liable for any costs incurred in proposal preparation. BNYDC reserves the right to reject any or all proposals, award to other than the lowest fee respondent, and negotiate the final scope, staff participation, and fee.

Compensation is set forth in Exhibit B, payable at such times and in such manner as detailed therein, with full payment made promptly after full performance and delivery of all required deliverables.
