The U. S. National Science Foundation (NSF) is seeking proposals for a National Coordination Lead for the TechAccess: AI-Ready America Program. This Other Transaction (OT) award aims to accelerate AI readiness and adoption across the U. S. The selected organization will be responsible for national coordination, knowledge sharing, technical assistance to state/territory hubs, AI deployment support, industry and philanthropy engagement, sector coordination, developing and executing AI-Ready Catalyst Award competitions, and program documentation. The anticipated award is for five years with an estimated annual amount of $5,000,000. Proposals are due by July 21, 2026. Questions are due by June 15, 2026.
Proposals must be submitted by 4:00 p. m. Eastern Daylight Time on July 21, 2026.
The award is expected to be structured as a combination of fixed-price and milestone-based payments, with the specific structure to be determined during contract negotiations.
Proposals will be evaluated based on organizational experience, strengths, and capabilities; workstream execution approach; and budget realism and alignment.
Proposing organizations must have an active registration in the System for Award Management (SAM) and demonstrate capabilities in AI readiness, operational agility, national convening power, and the ability to execute all workstreams.
Entities on the Department of Commerce's Bureau of Industry and Security (BIS) entity list, entities identified under section **** of the William M. Mac Thornberry National Defense Authorization Act, and foreign entities of concern are not eligible.
