Payment will be made to the contractor upon completion of all work and after final inspection and acceptance of the work by the owner's representative.
It is the intent of Skagit County to award a contract to the lowest responsive and responsible bidder.
Before award, the bidder must meet specific criteria, including having a current certificate of registration as a contractor, a current Washington unified business identifier (UBI) number, industrial insurance coverage, a Washington employment security department (ESD) number, and a Washington department of revenue state excise tax registration number. The bidder must also not be disqualified or suspended from bidding on public works contracts.
If the successful bidder fails to enter into the contract, the bid bond will be forfeited to Skagit County. If the bidder refuses to execute the contract after a claim of error is not concurred with, the bidder's bid deposit shall be forfeited.
The bidder shall carefully examine the bid documents and the site. The contractor shall attend a site meeting with the project manager as specified in the site plans below. Boundaries are shown in exhibits, and the actual boundary may vary at each site within each bid item and should be discussed during the initial site visit.
A bidder who wishes to claim error after the bids have been opened and read shall promptly notify the contracting agency and submit a notarized affidavit or declaration no later than 4:30 p. m. on the first business day after bid opening.
