The City of St. Louis is seeking proposals for a comprehensive tree asset inventory and infrastructure inventory. Proposals must be submitted electronically by March 13, 2026, at 4:00 PM CDT. The initial contract term is three years with two one-year extensions. The city reserves the right to terminate the contract with 15 days written notice. The city has a living wage ordinance and a service contract minimum prevailing wage ordinance. The contractor must provide a certificate of insurance. The city will consider cost of services, statement of approach, project schedule, capacity and capability of the organization to perform the work, staff qualifications, past record and performance of the organization with respect to schedule compliance, cost control, and quality of work, and recent experience working in the city of st. louis and/or completing municipal tree inventories.
The proposal must be received in electronic copy no later than Friday, March 13, 2026 time: 4:00 pm CDT.
The city will consider, at a minimum, compliance with the required proposal contents and the qualifications of the respondent, in addition to cost of services, statement of approach, project schedule, capacity and capability of the organization to perform the work, staff qualifications, past record and performance of the organization with respect to schedule compliance, cost control, and quality of work, and recent experience working in the city of st. louis and/or completing municipal tree inventories.
The selected contractor will provide comprehensive data collection and analysis through a lidar-based or in-person tree asset inventory for city trees in the public right-of-way (street trees) and park trees. Any in-person assessments must be completed by an ISA certified arborist with a preference for Tree Risk Assessment Qualification (TRAQ).
Contractor acknowledges and agrees that failure to comply with any provision of the ordinance and/or providing false information may result in the imposition of penalties specified in the ordinance, which penalties may include, without limitation, per order of the city compliance official, the following: suspension and/or termination of the contract, subcontract, lease, concession agreement, or financial assistance agreement by the city, forfeiture and repayment of any or all of the financial assistance awarded by the city of st. louis, barring the contractor from eligibility for future city contracts and/or financial assistance until all ordered relief has been made or paid in full, liquidated damages payable to the city of st. louis in the amount of 500 for each week, or part thereof, that an employee has not been provided wages and benefits in accordance with the living wage ordinance.
